Abstract

PT.Pasadena Engineering Indonesia (PT PEI) merupakan perusahaan yang
bergerak pada jasa konsultasi dan jasa pengerjaan Engineering, Procurement and
Construction (EPC)yang berdiri pada tahun 2006.PT. PEI juga merupakan
perusahaan yang menekankan implementasi teknologi berbasis pada pelestarian
lingkungan (Green Technology). Berdasarkan pengambilan data dan hasil
wawancara, PT. PEI telah melaksanakan 32 proyek selama periode 2007-2014 dan
47% mengalami keterlambatan waktu penyelesaian. Dari permasalahan ini, maka
dilakukan pengambilan contoh proyek Pembangunan Pembangkit Listrik Tenaga
Sampah kota (PLTSa) di Palembang untuk ditinjau dari segi risiko terhadap ketepatan
waktu penyelesaian proyek. Penelitian ini bertujuan untuk menganalisa faktor-faktor
risiko yang mempengaruhi keterlambatan proyek pembangunan PLTSa di Palembang
mulai dari mengidentifikasi risiko lalu menganalisa dengan metode Failure Modes
Effects Criticality Analysis (FMECA), mengevaluasi dengan mencari risiko kritis dan
melakukan mitigasi (perbaikan).
Berdasarkan hasil identifikasi risiko terhadap 7 aktivitas utama pembangunan
proyek PLTSa terdapat 31 variabel risiko proyek yang dapat mempengaruhi
keterlambatan proyek PLTSa di Palembang.Hasil Crititicality Analysisyang
berdasarkan nilai Risk Priority Number (RPN) dari setiap variabel risiko disetiap
aktivitas, menunjukan terdapat 18 risiko kritis. Delapan belas risiko kritis tersebut
yang nantinya akan dilakukan upaya mitigasi.

emphasizes the implementation of technology based on the preservation of the
environment (Green Technology). Based on data collection and interviews, PT. PEI
has implemented 32 projects during the 2007-2014 period and 47% experienced
delays in completion time. Based of these problems, it is done sampling Municipal
Waste Power Plant (PLTSa) in Palembang to the terms of the risks to the timeliness
of project completion. This study aimed to analyze the risk factors affecting the
development of project delays ranging from identifying the risks and analyze the
methods Failure Modes Effects Criticality Analysis (FMECA), evaluated by finding
the critical risks and mitigation (improvement).
Based on the results of risk identification to 7 major activities of project
development PLTSa there are 32variabels that can affect the risk of project delays
PLTSa project in Palembang. Analysis Crititicality results were based on the Risk
Priority Number (RPN) of each variabel risk in every activity, showed there were 18
critical risks. Eighteen of the critical risks that would be conducted mitigation efforts.
