Abstract

Pemerintah melihat potensi perairan Indonesia yang sangat besar di masa depan, dan mulai melirik laut sebagai sarana alternative transportasi di Indonesia. Tercetusnya tol laut sebagai salah satu program unggul presiden Joko Widodo merupakan titik balik dunia kemaritiman di Indonesia. Melihat tantangan dunia kemaritiman di masa depan memerlukan pengetahuan geospasial yang dapat membantu perencanaan serta membantu pembuatan peraturan agar nantinya semua kebijakan bisa membawa kebermanfaatan. Perkembangan teknologi pengindraan jauh seperti Satelit Altimetri mempermudah pengamatan kondisi fisik lautan yang menjadi faktor penting dalam pelayaran. Pengembangan Sistem informasi keselamatan dan keamanan pelayaran berbasis web menggunakan data satelit altimertri menjadi kebutuhan yang diperlukan untuk mengembangkan potensi kemaritiman Indonesia. Maka, penelitian ini memiliki tujuan akhir berupa analisa karakteristik kecepatan angin dan tinggi gelombang di Laut Jawa dan sistem informasi keamanan dan keselamatan pelayaran Laut jawa. Penelitian ini memanfaatkan data satelit altimetri dalam melakukan analisa kondisi perairan. Faktor faktor penting dalam
pelayaran seperti kecepatan angin dan tinggi gelombang dapat diperoleh dari satelit altimetri. Setelah diproses menggunakan software BRAT data data tersebut lalu akan dilakukan analisa spasial menggunakan software ArcGIS sehingga dapat di ketahui zona aman, rawan, dan bahaya dalam pelayaran. Hasil penelitian akan diunggah ke web sehingga dapat bermanfaat untuk masyarakat luas. Karya penelitian ini diharapkan menjadi referensi bagi pemerintah khususnya dalam melakukan tata jalur laut kawasan penelitian.

The government sees extremely vast potential of Indonesian waters in the future, and begin to consider the sea as an alternative means of transportation in Indonesia. When sea toll came up as one of the winning presidential program of Joko Widodo,it was a turning point in Indonesian maritime world. The maritime world challenges in the future require geospatial knowledge to support planning which assists rulemaking so that eventually all policies can bring usefulness. The development of remote sensing technologies such as satellite altimetry observations simplify the physical condition of the ocean as important factor in sailing. Development of information system of safety and security in sailing using a web-based satellite data altimertri is a necessary requirement to develop the potential of Indonesia maritime. Thus, this study has the ultimate goal of such characteristics analysis of wind speed and wave height in the Java Sea and the safety and security of information systems sailing in Java Sea. This study utilizes altimetry satellite data to analyze the condition of the waters. Important factors in sailing such as wind speed and wave height can be obtained from satellite altimetry. Once the data is processed using BRAT software, spatial analysis will be done using

ArcGIS software so the safe zone, prone, and danger in shipping can be shown. Results of the research will be uploaded to the web so as to be useful to society at large. This research work is expected to be a reference for the government, especially in conducting sea route planning study area..
