Abstract

Suatu daerah dikatakan sebagai daerah tertinggal apabila pada daerah tersebut terdapat kabupaten yang masyarakat dan wilayahnya relatif kurang berkembang dibandingkan daerah lain dalam skala nasional. Pada penelitian ini, ketertinggalan daerah di Pulau Jawa diukur berdasarkan lima kriteria utama yaitu ekonomi, sumber daya manusia, infrastruktur, aksesibilitas, dan karakteristik daerah dengan mengacu pada Petunjuk Teknis Penentuan Indikator Daerah Tertinggal oleh Kementerian Desa, Pembangunan Daerah Tertinggal dan Transmigrasi. Agar analisis pengujian teori daerah tertinggal menjadi lebih spesifik, digunakan metode Second-Order Confirmatory Factor Analysis (CFA). Pengolahan menggunakan first-order CFA menunjukkan bahwa dari 28 variabel indikator, terdapat 21 variabel indikator yang telah valid dan dari 5 variabel laten terdapat 3 variabel laten yang reliabel, yakni Sumber Daya Manusia, Infrastruktur/Sarana Prasarana, dan Aksesibilitas. Pada pengolahan menggunakan second-order CFA model Daerah Tertinggal didapatkan model yang fit setelah adanya modifikasi. Kontribusi yang didapatkan model antara lain, setiap kenaikan satu satuan Daerah Tertinggal akan menaikkan nilai Sumber Daya Manusia sebesar 0,718, setiap kenaikan satu satuan Daerah Tertinggal akan menurunkan nilai Infrastruktur/Sarana Prasarana sebesar 0,779, dan setiap kenaikan satu satuan Daerah Tertinggal akan menurunkan nilai Aksesibilitas sebesar 0,675.

An underdeveloped region is regency in the area where the community are relatively less developed than other regions on a national scale. In this study, underdeveloped regions in Java were measured based on five main criteria, namely economic, human resources, infrastructure, accessibility, and regional characteristics with reference to the technical guidelines for determining indicators of underdeveloped regions by the Ministry of Village, Development of Underdeveloped Regions and Transmigration. In order for the analysis of the theory of underdeveloped regions to be more specific, the Second-Order Confirmatory Factor Analysis (CFA) method is used. Processing using first-order CFA shows that out of 28 indicator variables, there are 21 valid variable variables and from 5 latent variables there are 3 reliable latent variables, namely Human Resources, Infrastructure, and Accessibility. In processing using Second-order CFA, the underdeveloped region model is found to be fit after modification. The contribution of the model includes, for each increase in one unit of underdeveloped region will increase the value of human resources by 0.718, each increase in one unit of underdeveloped region will decrease the value of Infrastructure by 0.779, and each increase in one unit of underdeveloped region will decrease the value of accesibility by 0.675.
