Abstract
University XYZ is one of the best public technological university that needs purchasing performance measurement as an evaluation to its purchasing department. This research aims to develop new purchasing performance measurement system model, measure purchasing performance, and propose improvement recommendations to improve purchasing performance for consumable goods in the purchasing department of University XYZ. The model is built with several initial models. SCOR model, Pooler model, and Pitkanen (2016) model are used for determining the indicators. Triantafillou (2007) model is used for determining the category. And Schapper (2006) model is used for determining the entities. The model also integrated with analytical hierarchy process to define the weight of each hierarchy. Failure mode and effect analysis and root cause analysis are used to identify the improvement recommendation for a better purchasing performance. The model is having 2 categories, 2 entities, 5 types of objective strategies, and 10 indicators used for measuring the purchasing performance of the purchasing department. According to the aggregate purchasing performance value of purchasing department is 93.84%, which is an excellent final score of purchasing performance. The highest contribution of category score result is given by purchasing procedures category with the result of 82.79%, meanwhile resources allocation only resulting 11.05%. The improvement recommendation is given to two indicators which are product quality assessment failure and staff productivity failure. To mitigate the failures and improve purchasing performance in the purchasing department, there are several improvement proposal to the purchasing department of University XYZ.

Universitas XYZ adalah salah satu universitas negeri teknologi terbaik yang membutuhkan pengukuran kinerja pembelian untuk evaluasi terhadap departemen pembeliannya. Penelitian ini bertujuan untuk mengembangkan model baru untuk sistem pengukuran kinerja pembelian, mengukur kinerja pembelian, dan mengusulkan rekomendasi perbaikan untuk meningkatkan kinerja pembelian barang habis pakai di departemen pembelian Universitas XYZ. Model ini dibangun dengan beberapa model awal. Model SCOR, model Pooler, dan Pitkanen (2016) digunakan untuk menentukan indikator. Model Triantafillou (2007) digunakan untuk menentukan kategori. Dan model Schapper (2006) digunakan untuk menentukan entitas. Model ini juga terintegrasi dengan analytical hierarchy process untuk menentukan bobot masing-masing hierarki. Failure mode and effect analysis dan root cause analysis digunakan untuk mengidentifikasi rekomendasi perbaikan untuk kinerja pembelian yang lebih baik. Model ini memiliki 2 kategori, 2 entitas, 5 jenis strategi objektif, dan 10 indikator yang digunakan untuk mengukur kinerja pembelian dari departemen pembelian. Hasil total nilai kinerja pembelian dari departemen pembelian adalah 93,84%, yang merupakan skor akhir yang sangat baik dari kinerja pembelian. Kontribusi tertinggi didapatkan oleh kategori prosedur pembelian dengan hasil 82,79%, sedangkan alokasi sumber daya hanya menghasilkan 11,05%. Rekomendasi perbaikan diberikan kepada dua indikator kegagalan yaitu kegagalan penilaian kualitas produk dan kegagalan produktifitas kerja staff. Untuk mengurangi kegagalan dan meningkatkan kinerja pembelian di departemen pembelian, ada beberapa proposal perbaikan untuk departemen pembelian Universitas XYZ.
