Abstract

Tempat Pelelangan Ikan (TPI) Sedati merupakan lokasi jualbeli
ikan yang cukup diperhitungkan di Pulau Jawa. Meskipun
keberadaannya cukup penting, namun aspek sanitasi didalam
Tempat Pelelangan Ikan sangat tidak dijaga dan tidak terawat.
Limbah hasil pencucian ikan ataupun kegiatan jual-beli lainnya
dibuang secara sembarangan di saluran air hingga menimbulkan
genangan dan menyebabkan bau serta menjadi sarang penyakit,
karena karakteristik limbah tersebut adalah limbah organik. Hal ini
dapat mengakibatkan berkurangnya pelanggan di TPI Sedati.
Oleh karena itu, upaya untuk memperbaiki kondisi sanitasi yang
tidak sehat tersebut harus dilakukan. Upaya yang dapat dilakukan
dengan membangun Instalasi Pengolahan Air Limbah (IPAL)
Pada perencanaan ini, terdapat 2 jenis data yang
dikumpulkan, yaitu data primer dan data sekunder. Data primer
meliputi debit influen air limbah, serta karakteristik BOD, COD,
TSS, pH, dan suhu air limbah yang didapatkan berdasarkan hasil
pengambilan sampel di lapangan dan kemudian dianalisa di
laboratorium. Data sekunder meliputi baku mutu air limbah
berdasarkan Peraturan Gubernur No.52 Tahun 2014 dan harga
satuan pokok pekerjaan (HSPK) Kota Surabaya Tahun 2015.
Sebelum masuk ke unit pengolahan utama, influen air
limbah terlebih dahulu melewati penyaring. Penyaring terbuat dari
stainless steel mesh filter sebesar 0,05 inch dengan lebar bukaan
0,06 inch.Berdasarkan hasil perhitungan, unit pengolahan air
limbah yang tepat digunakan di TPI Sedati adalah unit Anaerobic
Baffle Reactor (ABR) dengan jumlah kompartemen sebanyak 4
kompartemen. Unit ABR memiliki total panjang 5,6 meter, lebar

1,8 meter dan tinggi 1,5 meter, dengan bahan penyusun adalah
mild steel setebal 5 mm. Total biaya yang dibutuhkan untuk
membangun unit ABR sebesar Rp 64.319.391,00

Sedati fish auction is a purchase-sale place that really
counted in East Java. Although its existence is very important, the
sanitation aspect inside there is unmaintained and unhealthy.
Fish washery or its wastewater or another a purchase-sale waste
discarded randomly into the drain and causing puddle, odor, and
disease vector, because, the characteristic of fish washery waste
is organic waste. In a way to improve these conditions are by
planning and building wastewater treatment plant (WWTP) with
Anaerobic process. The treatment alternatives for this plant are
Anaerobic Baffle Reactor or Anaerobic Biofilter with Bioballs
Media. These two alternatives is selected because of its high
efficiency in wastewater treatment and maintenance simplicity.
Between these two alternatives, it will be chosen based on the
smallest land area and building volume, the highest efficiency
removal of BOD and COD, and the lowest budget of building plant
and maintenance.
In this planning, it takes two collected data, primary and
secondary. The primary data consists of influent flow if
wastewater, characteristic of BOD, COD, TSS, and value of pH
and temperature, Primary data was collected based on
wastewater sampling in field, then it was analyse in the
laboratory. Secondary data consist of wastewater quality standard
based on East Java Governor Regulation Number 52 Year 2014.

Based on the calculations, the right type of WWTP using in
Sedati fish auction was Anaerobic Baffle Reactor with four baffles.
This unit has total 5,6 metres long, 1,8 metres wide and 1,5
metres high, with a building blocks made of 5 mm mild steel. Total
cost to build thus WWTP is Rp 64.319.391,00.
