Abstract

Puskesmas menghasilkan limbah dalam bentuk cair dan
padat. Limbah cair ini mengandung kadar patogen yang tinggi,
maka perlu penanganan air limbah yang baik dan benar yaitu
dengan adanya IPAL (Instalasi Pengolahan Air Limbah). Hasil
olahan IPAL pada keseluruhan Puskesmas belum memenuhi
baku mutu air limbah rumah sakit sesuai Peraturan Gubernur
Jawa Timur Nomor 72 Tahun 2013 tentang Baku Mutu Air Limbah
bagi Industri dan/atau Kegiatan Usaha Lainnya.
Penelitian ini dilakukan dengan survei ke Puskesmas.
Tahapan penelitian dilakukan dengan pendataan komposisi
limbah cair, berat limbah padat, dan cara pengelolaannya kepada
pihak Puskesmas. Hal ini dilakukan dengan menggunakan
kuesioner yang dipegang peneliti kemudian dibacakan
pertanyaan kepada pihak Puskesmas dan dicatat oleh peneliti.
Kuantitas limbah cair Puskesmas sebesar 2,4 – 6,584
m3/ hari, Kualitas limbah cair Puskesmas belum memenuhi baku
mutu untuk COD, TSS, NH3 –N Bebas, PO4 , dan Total Colifrom.
Rekomendasi untuk Puskesmas yang telah memiliki IPAL adalah
dengan pembersihan media, pengecekan proses aerasi,
penambahan waktu aerasi, dan penambahan dosis klor.
Puskesmas yang belum memiliki IPAL disarankan membangun
IPAL jenis Biofilter dengan proses yang lebih baik dari IPAL yang
sudah ada sebelumnya. Limbah padat dipisahkan menjadi 3 jenis
yaitu sampah medis, sampah kering, dan sampah basah. Berat
masing – masing per hari adalah 1397 gr untuk sampah medis,
570 gr untuk sampah kering, dan 690 gr untuk sampah basah.
Rekomendasi limbah padat adalah dengan tempat sampah yang

sesuai dengan jumlah volume sampah yang dihasilkan dan harus
dilengkapi dengan pelabelan.

Most Puskesmas (medical clinics) produce wastewater
and solid waste from their activities. The produced wastewater
and solid waste may contain patogen. Some Puskesmas own
wastewater treatment plant (WWTP) and some of them do not
have one. However, most of the effluent of the WWTP is not fulfill
the standard quality of effluent stated in the Decree of East Java
Governor Number 72 Year 2013 regarding to Wastewater Quality
Standard for Industries and/or other bussinesses. Therefore, an
inventory of wastewater and solid waste of Puskesmas is
essential. This research will do the inventory.
Primary and secondary data of wastewater and solid
waste are collected from Puskesmas, directly. Some
questionaires are filled by the Puskesmas management. The
author is also interviewing the management. Some wastewater
samples are taken and then analysed at the laboratory of
Environmental Engineering. Some solid waste are identified and
weighted.
The results of inventory show that the wastewater
discharge is ranging from 2.4 m3/day to 6.58 m3/day. The
analyzed parameters are BOD, COD, TSS, free NH3–N, PO4, and
Total Coliform. However, the wastewater quality is not fulfill the
standard. It is recommended for the Puskesmas which have a
WWTP to clean the filter media regularly, monitor the aeration
processes, add duration of aeration, and add the chlorine dosage.
The Puskesmas that have no WWTP must build a new and good
one. The weight of produced solid waste are 1,397 gr, 570 gr, and
690 gr formedical waste, drywaste, and wet waste, respectively.
The recomendations for treating the solid waste are by putting the

solid waste in labelled solid waste bins of each type of solid
waste in which the volume of binsmust be suitable for each type
of solid waste.
