Abstract

Terbangunnya Jalan Arteri Porong di Sidoarjo menyebabkan
adanya kemudahan aksesibilitas yang mendorong meningkatnya harga
lahan di sekitar kawasan.. Peningkatan harga lahan di kawasan tersebut
berkisar sebesar 317% untuk tanah sawah dan 50% untuk tanah kering.
Kondisi tersebut diyakini akan terus berlangsung sepanjang koridor jalan
dan jika dibiarkan secara terus menerus dapat menghambat rencana
pengembangan kawasan. Oleh karena itu, model harga lahan diperlukan
sebagai bahan pertimbangan dalam pengambilan keputusan untuk
pengembangan kawasan.
Penelitian ini bertujuan untuk memodelkan harga lahan pasca
terbangunnya Jalan Arteri Porong dengan sasaran 1, memetakan
persebaran harga lahan di kawasan sekitar Jalan Arteri Porong, sasaran 2
mengidentifikasi faktor-faktor yang mempengaruhi harga lahan, dan
sasaran 3 memodelkan harga lahan. Teknik analisis yang digunakan dalam
sasaran 1 adalah teknik analisis interpolasi, sasaran 2 teknik analisis
konfirmatori faktor, dan sasaran 3 teknik analisis regresi spasial dengan
aplikasi GIS.
Adapun hasil dari penelitian ini pada sasaran pertama diperoleh
peta sebaran harga lahan yang pada 3 tahun terakhir perkembangannya
cenderung mengarah ke pusat kegiatan dan koridor Jalan Arteri. Faktorfaktor
yang mempengaruhi terdiri dari faktor aksesibilitas dan kebijakan
pemerintah. Model perkembangan harga lahan yang dihasilkan yaitu Y =
1.402.004,91 – 107,07 x1 + 105,586 x2 + 163,336 x3 – 445,881 x4 – 271,147
x5 – 61,274 x6 + 246,296 x7. Terdapat 7 variabel spasial yang signifikan
terhadap pekembangan harga lahan yang menyusun model tersebut.

Porong Arterial Road establishment will increase the level of
accessibility in the surrounding area that will be impacted to increasing of
land price around the road. Increasing of land price in the area range from
317% for paddy soil and 50% for dry land. The factual conditions showed
are believed to be continuing along the Porong Arterial Road corridor and if
allowed continuously, it will be able to inhibit the development plan of the
region. Therefore, land price model is required as a reference in decisionmaking
for the development of the region.
This study aims to formulate model of land price after the
establishment of Porong Arterial Road. That objectives can be achieved
through the research stages as follows: (1) Mapping the distribution of land
price in the surrounding area of Porong Arterial Road, (2) Identifying the
factors that influence land price, and (3) Formulating model of land price.
The analysis technique used in this study for the first stage is interpolating
analysis technique, the second stage using confirmatory factor analysis
technique, and for third stage using spatial regression analysis technique
supported by Geographic Information System software.
The results of this study in the first stage is distribution map of land
price in the last 3 years which tend to developed toward the center of
activity and Arterial Road corridor. The influenced factors is accessibility
and government policy. The output of the third step is model of land price, Y
= 1.402.004,91 – 107,07 x1 + 105,586 x2 + 163,336 x3 – 445,881 x4 –
271,147 x5 – 61,274 x6 + 246,296 x7. There are 7 spatial variables that
influence significantly the developments of land price which compose the
model.
