Abstract

Energi pasang surut adalah energi yang memanfaatkan energi potensial yang terkandung di dalam air laut yang terjadi akibat pergerakan air laut yang disebabkan oleh pasang surut. Untuk menentukan kelayakan perencanaan pembangkit listrik tenaga pasang surut diperlukan analisa potensi energi pasang surut di lokasi perencanaan serta analisa finansial untuk menunjang studi kelayakan perencanaan pembangkit. Analisa potensi energi yang dilakukan meliputi perencanaan pembangkit, penentuan turbin dan generator, penentuan dimensi pipa pesat, energi potensial yang terkandung dalam air laut, energi yang dapat dikonversi, dan daya listrik terbangkit per jam. Analisa potensi energi yang dilakukan menggunakan area kolam bendungan seluas 27.665.300,0317 m2, turbin Kaplan jenis bulb dengan daya keluaran 502, 32 kW sebanyak 30 buah, dan dimensi pipa pesat seluas 3,75 x 10 m. Hasil analisa potensi energi menunjukkan total daya terbangkit dalam satu tahun adalah 18,04 GigaWatt. Analisa finansial dilakukan sebagai penunjang studi kelayakan. Biaya – biaya yang digunakan adalah biaya investasi sebesar Rp 233.795.299.550,00, biaya operasi sebesar Rp 1.003.305.600,00, harga jual listrik sebesar Rp 1.305,2/kWh, inflasi gaji karyawan sebesar 6,5% per tahun, inflasi biaya pemeliharaan dan perawatan sebesar 4% per tahun, dan inflasi harga jual listrik sebesar 4,5% per tahun. Perhitungan nilai MIRR dengan aliran dana 10 tahun dengan finance rate dan reinvest rate 6%, 12%, dan 18% adalah 7%, 9%, dan 9%. Dengan menggunakan suku bunga pinjaman 6%, break even point tercapai pada tahun 2024.

Tidal energy is energy which harness potential energy contained in sea water caused by sea water movement caused by tides. To determine the feasibility of tidal power plant plan require analysis of energy potential at planning site and financial analysis to support this feasibility study. Analysis of energy potential include power plant design, determination of turbine and generator, determination of penstock dimension, potential energy contained in sea water, converted energy, and generated power per hour. Conducted analysis of energy potential use 27.665.300,0371 m2 basin area, 30 Kaplan turbine bulb type with 502, 32 kW output power, and penstock dimension is 3,75 x 10 m. Result of conducted analysis of energy potential show that total generated power in a year is 18,04 Giga Watt. Financial analysis is conducted to support this feasibility study. Used costs are Rp 233.795.299.550,00 for investment cost, the operation cost is Rp 1.003.305.600,00, electricity price is Rp 1.305,2/kWh, employee salary inflation is 6,5% per year, maintenance and repair cost inflation is 4% per year, and electricity price inflation is 4,5% per year. Calculation of MIRR value with 10 years cash flow with finance rate and reinvest rate 6%, 12%, and 18% is 7%, 9%, and 9%. With loan rates 6%, break even point is exceeded in 2024.
