Abstract

Masalah yang sering muncul dalam analisis data panel yaitu terdapatnya
observasi yang missing atau dengan kata lain tidak semua cross sectional unit di
observasi pada setiap periode waktu. Hal seperti ini disebut dengan incomplete atau
unbalanced data panel yang berarti ketiadaan informasi pada unit cross-section
untuk periode waktu tertentu. Penelitian ini bertujuan untuk mencari nilai estimasi
parameter model incomplete data panel yang mengasumsikan pada random effect
models (REM) dengan two-way error component. Oleh karena varians error dari
model tidak diketahui maka estimasi yang digunakan untuk menduga koefisien
regresi incomplete data panel adalah metode Feasible Generalized Least Square
(FGLS), sedangkan estimasi komponen varians diperoleh dengan menggunakan
metode ANOVA. Dengan kondisi NTT yang seringkali mengalami pengembangan
kabupaten baru dari tahun ke tahun menyebabkan data atau informasi yang tersedia
untuk masing-masing daerah tidak sama dalam kurun waktu tertentu, sehingga
mengakibatkan data menjadi tidak lengkap (incomplete). Oleh karena itu, analisis
terhadap incomplete data panel menjadi sangat penting. Data yang digunakan dalam
penelitian ini adalah data sekunder dari BPS di 21 kabupaten/kota di NTT dari tahun
2004-2013. Variabel-variabel yang digunakan adalah Produk Domestik Regional
Bruto (PDRB) berdasarkan harga konstan 2000 sebagai variabel dependen
sedangkan variabel independen adalah jumlah tenga kerja usia 15 tahun (X1), rasio
elektrifikasi (X2), pendapatan asli daerah (X3). Hasil analisis menunjukkan bahwa
nilai R2
hasil estimasi FGLS sebesar 80,539%. Semua variabel prediktor signifikan
dalam menjelaskan PDRB di Kabupaten/Kota di Provinsi NTT yaitu jumlah
penduduk umur 15 tahun keatas yang bekerja (X1), rasio elektrifikasi (X2), dan
pendapatan asli daerah (X3) dengan elastisitas masing-masing sebesar 0,22986,
0,090476 dan 0,14749

A problem that often occurs in panel data analysis practice is the
phenomenon of missing observations which is not all cross-sectional units are
observed during all time periods. If that occurs, we will call an incomplete or
unbalanced panel data, which means the absence of all informations for a certain
cross-section unit for a certain time period. The aim of this research is to find the
estimation value of incomplete panel data regression model. This model assume
random effect model (REM) with two-way error component. In this research,
Feasible Generalized Least Squares (FGLS) is applied to yield the regression
coefficients estimation. Since the variance of the model is unknown, ANOVA
method is considered to obtain the variance components in order to construct the
varian-covariance matrix. Panel data analysis is widely needed in any field,
including economics. In indonesia, East Nusa Tenggara Province is still considered
as the province with lack of economic growth. Because of the condition of East
Nusa Tenggara Province which recently develope new region, so that can affect the
information or data collected become unbalanced. One of the consequences of
ignoring the data incompleteness is the estimator become not valid. Therefore, the
analysis of incomplete panel data is very crucial. The data used in this research is
secondary data taken from BPS of NTT Province in 21 district/city from 2004 to
2013. The Predictors are the number of labor force participation (X1), electrification
ratios (X2), and local revenues (X3) while Gross Regional Domestic Product based
on constant price 2000 is a dependent variable. The FGLS estimation result shows
that the value of R2 is 80,503%. All the independent variables chosen are
significantly affect the Gross Regional Domestic Product in city/municipality of
East Nusa Tenggara Province. Those are the number of labor force participation
over 15 years old (X1), electrification ratios (X2), and local revenues (X3) with
0,22986, 0,090476, and 0,14749 of elasticities.
