Abstract

Kawasan Wisata Kaliurang yang berfungsi sebagai lahan resapan air saat ini telah berkembang sedemikian rupa dengan bangunan-bangunan yang terus didirikan di atasnya, antara lain berupa permukiman, fasilitas umum, rumah makan dan akomodasi wisata, seperti hotel, villa dan penginapan lainnya. Seiring dengan pertumbuhan pariwisata, adanya pertumbuhan akomodasi wisata mengakibatkan semakin berkurangnya vegetasi penutup tanah sehingga memberikan dampak bagi kabupaten/kota di sekitarnya. Gejala ini ditandai dengan penurunan muka air tanah yang cukup drastis di sekitar kawasan Gunung Merapi. Dalam melakukan pengendalian pertumbuhan akomodasi wisata, pemerintah belum ada upaya yang dapat mempertahankan lahan tersebut sesuai fungsinya. Melihat hal tersebut, instrumen insentif dan disinsentif perlu ditentukan. Upaya insentif dan disinsentif dipilih karena mempertimbangkan kebutuhan stakeholders dalam mengelola lahan untuk keberlangsungan kegiatan wisata di Kaliurang. Perumusan nilai insentif dan disinsentif dilakukan dalam tiga tahapan. Tahap pertama adalah penentuan faktor perubahan pemanfaatan lahan yang menjadi penentu insentif dan disinsentif. Penentuan faktor penentu insentif dan disinsentif menggunakan analisis Delphi. Kemudian, jenis-jenis insentif dan disinsentif ditentukan dengan analisis Delphi. Penentuan nilai insentif dan disinsentif untuk mengendalikan pertumbuhan akomodasi wisata dilakukan dengan Probability Unit. Pemberian insentif dan disinsentif dispesifikkan pada lahan pertanian dan perkebunan yang produktif. Hasil yang diperoleh dengan perhitungan Probability Unit berupa nilai insentif dan disinsentif pada masing-masing jenis insentif dan disinsentif yang sesuai untuk mempertahankan lahan resapan air di Kawasan Wisata Kaliurang. ============================================================================== Kaliurang tourism area, which also functions as a water catchment area, is currently developing with built-up areas, such as settlements, public facilities, restaurants, and tourist accommodation (i.e hotels, villas and other lodgings). The growth of tourist accommodation due to the growth of tourism in Kaliurang resulting in the reduce of vegetations, decerease of the groundwater table around Mount Merapi, and also put negative impacts to others surrounding districts/cities. Thus, formulation of incentives and disincentives are needed in order to help the government to maintain and control the land conversion in Kaliurang. Incentives and disincentives consider the needs of stakeholders in managing land for the sustainability of tourism activities in Kaliurang. Formulation value of incentives and disincentives are divided into three steps. The first two steps are identifying the land use change factors that form the incentives and disincentives and then determining the incentives and disincentives using Delphi analysis. The last step is determining the incentives and disincentives to control the growth of tourist accommodation is done with Probability Unit. Incentives and disincentives are specified on farms and plantations which are productive. The results obtained with Probability Unit calculation in the form of incentives and disincentives value of each type of appropriate incentives and disincentives to retain the catchment area at Kaliurang tourism area.
