Abstract

Berkembang pesatnya pembangunan di sektor indutri,
infrastruktur, dan pariwisata di Bali mengakibatkan pasokan
kebutuhan energi listrik di Bali mengalami peningkatan. Selama
ini, energi listrik di Bali bergantung dari pasokan listrik dari
Pembangkit Jawa Bali yang ada di Pulau Jawa.. Saat ini Bali
sudah mempunyai Pembangkit Listrik Tenaga Gas (PLTG) dan
Pembangkit Listrik Tenaga Uap (PLTU) untuk mengatasi
kebutuhan energi listrik di Bali. Pembangkit listrik yang ada saat
ini yaitu PLTG Gilimanuk, PLTG Pemaron, dan PLTD
Pesanggaran. Ketiga pembangkit tersebut selama ini masih
menggunakan bahan bakar minyak. Seiring dengan semakin
tingginya harga BBM, semakin berkurangnya tersediaan minyak
bumi di dunia, dan banyaknya dampak negatif yang ditimbulkan,
maka perlu adanya konversi energi untuk bahan bakar
pembangkit. Pada kasus ini LNG menjadi alternative yang yang
sangat cocok untuk konversi energi mengingat persediaan gas
alam di Indonesia yang sangat besar. Sehingga perlu dibangun
infrastruktur penampungan LNG untuk memenuhi kebutuhan
pembangkit di Bali dalam hal ini FSU (Floating Storage Unit).
Pada skripsi ini akan membahas bagaimana pemilihan lokasi
FSU menggunakan metode ANP (Analytical Network Process).
Ada tiga alternatif lokasi yang tersedia. Dari hasil penelitian,
Alternatif 1 menjadi alternatif yang terpilih. Setelah itu, dilakukan perhitungan analisa kelayakan ekonomi pembangunan
FSU yang terpilih dan ORF untuk mendapatkan margin harga
jual yang optimal. Dari hasil analisa maka investasi yang
dibutuhkan untuk pembangunan FSU ini sebesar US$
423,771,832 dengan margin harga jual US$ 2.80/mmbtu.
=============================================================================== The rapid growth of the industrial, infrastructure, and tourism
sectors development in Bali effected the supply of electric energi
needs increased. During this time, electrical energi in Bali
depended on the electric supplies from from Pembangkit Jawa
Bali in Java. However, Bali currently has had (three power plants
/ PLTG and PLTU) to satisfy electric demands in Bali. The
existing power plants were the PLTG Pemaron, PLTG Gilimanuk,
and PLTG Pasanggaran. Those power plants were still using fuel
oil. However, along with the higher fuel oil prices, the decreasing
of fuel oil availability in the world, and their negative impacts,
new innovations were needed, one of them was energi conversion.
In this case, LNG become a very suitable alternative for energi
conversion considering natural gas supplies in Indonesia were
very large. Thus, it was necessary to build LNG storage
infrastructure to fullfil the needs of power plants in Bali, in this
case was FSU (Floating Storage Unit). This thesis discussed
about how to choose the FSU location using ANP (Analytical
Network Process) method. There were three alternative locations
available. Based on research, the first alternative was choosen.
Then, The analysis calculations of economic feasibility of the
selected FSU construction and ORF were made to obtain the
optimal margin of the selling prices margin. According to the analysis, the investment required for the FSU contruction was
US$ 423,771,832 with the selling price US$ 2.80/mmbtu.
