Abstract

Peraturan Menteri Perhubungan Nomor 69 Tahun 2013, tentang Tatanan Kebandarudaraan Nasional yang mengatur rencana induk nasional bandar udara, Bandara Sultan Syarif Kasim II (SSK-II), Pekanbaru menjelaskan adanya perubahan hierarki bandar udara. Perubahan tersebut adalah dari bandar udara pengumpul dengan skala pelayanan sekunder menjadi skala pelayanan primer pada tahun 2030, menjadikan bandara SSK-II melayani penumpang sejumlah lebih besar atau sama dengan 5.000.000 (lima juta) penumpang pertahun. Pada studi ini dilakukan perencanaan ulang fasilitas sisi udara pada bandar udara internasional Sultan Syarif Kasim-II, Pekanbaru untuk mempersiapkan perubahan hierarki bandar udara SSK-II dari sisi udara pada tahun 2030. Pada tugas akhir ini dibahas tentang perancangan fasilitas sisi udara yakni Runway, Exit Taxiway, Paralel Taxiway, dan Apron yang diperlukan pada tahun 2030. Perencanaan tersebut disertai perkiraan harga kebutuhan bahan bakar yang disebabkan perubahan layout sisi udara bandara SSK-II pada tahun 2030. Berdasarkan hasil perencanaan dan perhitungan, kapasitas runway untuk perhitungan matematis pada tahun 2030 untuk operasi campuran sebesar 15 operasi/jam. Pada perhitungan kapasitas runway metode FAA didapatkan hasil pada keadaan IFR sebesar 74 operasi/jam, dan pada keadaan VFR sebesar 58 operasi/jam. Namun, Pada tahun 2030 di jam sibuk didapatkan operasi penerbangan sebesar 34 operasi/jam, sehingga dibutuhkan perencanaan sisi udara pada tahun 2030 guna mempersiapkan perubahan hierarki kebandarudaraan tahun 2030. Pada perencanaan sisi udara tahun 2030, dengan pesawat rencana Boeing 737-900ER didapatkan runway dengan dimensi 3200m x 60m (termasuk shoulder), dimensi lebar taxiway 45m (termasuk shoulder), untuk lokasi exit taxiway adalah 1860m dari threshold dengan rapid exit taxiway berbentuk sudut 300, dan didapatkan dimensi apron (1702m x 135m). Pada perhitungan kontrol ROT (Runway Occupancy Time), pada tahun 2030, runway dapat menampung kebutuhan penerbangan pada jam sibuk, total ROT perjam sibuk sebesar 1081,618 detik / 18,026 menit. Untuk perhitungan kebutuhan konsumsi bahan bakar digunakan pesawat Boeing 737-900ER, di layout eksisting yang akan landing di runway 18 sebesar Rp. 1.186.086,- dan di runway 36 sebesar Rp. 645.178,-. Pada layout sisi udara tahun 2030 yang akan landing di runway 18 sebesar Rp. 1.087.436,- dan di runway 36 adalah Rp 1.138.641,-. Terjadi perbedaan harga dikarenakan pada layout sisi udara rencana, pesawat landing dan keluar dari exit taxiway, menuju parallel taxiway, dan menuju apron, sehingga membutuhkan bahan bakar lebih banyak.

Based on Ministry of transportation regulation’s number 69 year 2013, which about airport planning of Sultan Syarif Kasim-II (SSK-II) Airport on Pekanbaru explained about the change of hierarchy on SSK-II airport. The change is about the airport from the secondary scale service into primary scale service airport in 2030, which will service more than 5.000.000 passengers each year. To prepare this changes, this project will be redesign of airside facilities on Sultan Syarif Kasim-II Airport, Pekanbaru to prepare the changes on airside facilities only. On this project will discuss about planning the airside facilities, which is runway, exit taxiway, parallel taxiway, and apron, which required to prepare on 2030 with the estimate of fuel requirements due to change of airside facilities layout in SSK-II airport on 2030. Based on the calculation on this project, got the result that on 2030 the runway capacity with formulation of mathematical formulation of ultimate capacity the development of mixed operations the value is 15 operation/hour. For the calculation on FAA method, we got the result for IFR condition, the value is 74 operation/hour and on VFR condition, the value is 58 operation/hour. While on 2030 on peak hour there will be 34 Flight operation/hour, so we need to make an airside facilities on 2030 to prepare this changes. Then, On 2030 there will be a redesign of airside facilities with the design aircraft used in this project is Boeing 737-900ER and the result is the dimension of the runway is about 3200m x 60m (including shoulder), the wide dimension of taxiway is about 45m including shoulder, for the location of exit taxiway is on 1680m from threshold with 300 rapid exit taxiway, based on calculation for control ROT (Runway Occupancy Time), for 2030 runway can accommodate the peak hour flight, total ROT (Runway Occupancy Time) on the peak hour are 1081,618 sec / 18,026 minutes. For the calculation of fuel requirement, on existing layout for Boeing 737-900ER aircraft which land from runway 18 is about Rp. 1.186.086,- and from runway 36 is about Rp. 645.178,-. And for 2030 airside layout for aircraft which land from runway 18 is about Rp. 1.087.436,- and from runway 36 is about Rp 1.138.641,- there will be change of the fuel requirement because of the planned airside layout, when airplane land on runway then exit to exit taxiway, then to taxiway and then to apron, so the airplane need more fuel.
