Abstract

Kecamatan Karang Penang merupakan salah satu
kecamatan di Kabupaten Sampang-Madura yang selalu
mengalami banjir dan kekeringan tiap tahunnya. Berdasarkan
data tahun 2016, Kecamatan Karang Penang sendiri memiliki luas
wilayah 84,25 km2 dengan jumlah penduduk 67.549 jiwa (BPS
Sampang, 2016). Peningkatan jumlah penduduk menuntut
cukupnya ketersediaan air baku dan irigasi baik dimusim
penghujan terlebih dimusim kemarau. Salah satu solusi untuk
mengatasi kekeringan adalah pembangunan Embung Tlambah di
Kecamatan Karang-Penang, Sampang-Madura. Dimana embung
tersebut memiliki volume tampungan sebesar 409.207 m3, dengan
luas genangan air sebesar 0,98 ha. Sehubungan dengan adanya
permasalahan dalam pemenuhan kebutuhan irigasi dan air baku,
maka perlu adanya optimasi pemanfaaatan Embung Tlambah
untuk kebutuhan irigasi dan air baku.
Analisa awal yang dilakukan adalah menentukan debit
inflow Operasi Embung Tlambah yaitu debit hujan tersedia metode
FJ Mock, di DAS Embung Tlambah yang disesuaikan terhadap
data hujan dari stasiun hujan yang berpengaruh menggunakan
metode Poligon Thiessen. Selanjutnya debit inflow tersebut
dibangkitkan selama tahun proyeksi minimal setengah umur
operasi embung (Tahun ke 1 - 30) menggunakan metode Data
Bangkitan Inflow Thomas-Fiering. Analisa berikutnya merupakan
analisa debit outflow untuk kebutuhan air baku sesuai dengan

jumlah penduduk yang diproyeksikan menggunakan metode
Geometrik. Sedangkan untuk outflow kebutuhan irigasi
disesuaikan dengan pola tanam eksisting. Kemudian dilanjutkan
dengan evaluasi kondisi tampungan Embung Tlambah yang
mengacu pada pola operasi water balance inflow-outflow selama
tahun proyeksi.
Hasil evaluasi pola operasi/ water balance kondisi
tampungan Embung Tlambah selama tahun proyeksi untuk
kebutuhan air baku (kondisi jam puncak) sebesar 128,36 liter/detik
dan kebutuhan irigasi eksisting (padi sebesar 151,14 liter/detik;
polowijo sebesar 5,86 liter/detik dan tembakau sebesar 31,56
liter/detik) menunjukkan rasio keandalan pemenuhan kebutuhan
air tiap periode operasi embung sebesar 63,89%. Sehingga untuk
meningkatkan rasio keandalan pemenuhan kebutuhan tersebut
dilakukan optimasi melalui simulasi beberapa alternatif polatanam
irigasi menggunakan program bantu POM-QM for
Windows 3 metode Program Linier, dengan hasil terbaik pola
tanam alternatif 2 (musim hujan : polowijo-tembakau, musim
kemarau I : padi-tembakau, musim kemarau II : bero) yang
menghasilkan keuntungan pertanian pertanian terbesar sebesar
Rp 7.914.367.550, sehingga terjadi peningkatan keandalan
sebesar 69,17%. Selain itu dilakukan juga opsi optimasi melalui
simulasi penambahan kapasitas volume embung/ peninggian tubuh
embung setinggi 7 m dengan hasil volume baru embung sebesar
1.177.143 m3 dan luas genangan baru sebesar 1,74 ha, sehingga
terjadi peningkatan rasio keandalan pemenuhan kebutuhan
sebesar 84,54%.

Sub-district Karang Penang is one of sub-district in
District Sampang-Madura which always experienced floods and
droughts every years. Based on data from year 2016, Sub-district
Karang Penang has a cumulative area 84,25 km2 with a population
67.549 individual (BPS Sampang, 2016). An increasing number of
people are demanding the sufficient availability of standard water
and irrigation both in the rainy season, especially in the dry
season. One solution to overcome drought is Embung Tlambah
development in Sub-district Karang-Penang, Sampang-Madura.
Wherein that embung has total volume capacity in the amount of
409.207 m3, with water reservoir area in the amount of 0,98 ha. In
relation to the issues in fulfilling the needs of irrigation and
standard water, it is necessary to do optimization of utilization
Embung Tlambah for irrigation and standard water demand.
The first or initial analysis is determine inflow debit of
Embung Tlambah operation, which is from rain debit available FJ
Mock method in Embung Tlambah catchment area’s. Where the
debit is adapted with rain data from rain station which influence
the cathment area by using Poligon Thiessen method. Next step,
the inflow debit is projected as long as projection years, at least
half the age of embung operation (year 1 - 30) by using Data Inflow
Projected Thomas-Fiering method. The next analysis is analyze the
outflow debit for standard water need according to population

which projected by using Geometric method. While for outflow of
irrigation need is adapted by existing cropping pattern. Then it
continued with do an evaluation of Embung Tlambah reservoir
condition which refers to the operating pattern of water balance
inflow-outflow during projection years.
Evaluation result of operating pattern or Embung Tlambah
water balance’s condition during projection years for standard
water demand (peak hour condition) in the amount of 128,36
liter/second and existing irrigation need (paddy for 151,14
liter/second; polowijo for 5,86 liter/second and tobacco for 31,56
liter/second), show success ratio in fulfillment of water demand for
every embung operation’s period in the amount of 63,89%. So as
to increase the success ratio in fulfillment of water demand, the
author do an optimization through simulation some alternative
irrigation cropping pattern by using helping program POM-QM
for Windows 3 Linier Program method, with the best results of
alternative cropping pattern 2 (rainy season: Polowijo-tobacco,
dry seasont I: paddy-tobacco, dry season II: fallow) which
generates the largest agricultural farm profits amounting to Rp
7,914,367,550. So that there is an increase of success ratio in the
amount of 69,17%. Beside that the author also do an optimization
through simulation by increasing embung volume’s capacity or
elevated the embung reservoir wall’s for 7 m with result new
embung volume in the amount of 1.177.143 m3 and new water
reservoir area in the amount of 1,74 ha, so that there is an increase
of success ratio in fulfillment water need in the amount of 84,54%.
