Abstract

Food safety dan halal merupakan aspek penting bagi konsumen terutama konsumen Muslim dalam pemilihan makanan. Pengelolaan makanan yang tidak sesuai dengan standar food safety berdampak negatif pada kesehatan manusia. Sedangkan pengelolaan halal yang tidak sesuai dengan syar’i pada ketentuan agama Islam berdampak makanan menjadi tidak halal dan tidak mau dikonsumsi oleh konsumen muslim. Oleh karena itu, diperlukan pengelolaan risiko agar tidak terjadi kejadian-kejadian yang menyebabkan tidak memenuhi standar food safety dan kehalalan makanan. Penelitian ini bertujuan untuk membuat model manajemen risiko yang mampu mengterintegrasikan food safety dan halal pada industri makanan dan aksi mitigasi (mitigation action) risikonya untuk menghilangkan atau mengeliminir kejadian risiko terjadi diperusahaan. Penelitian ini menggunakan studi kasus pada industri rumah potong hewan di Kota Jombang-Jawa Timur untuk menguji model manajemen risiko food safety dan halal yang dibuat. Pada model manajemen risiko yang diusulkan berbasis pada metode Bayesian Network (BN). Yang memiliki lima tahapan, yaitu (1) identifikasi kejadian risiko, (2) menyusun struktur BN, (3) mengukur nilai conditional probability assesment (CPA), (4) analisa keputusan, dan (5) menyusun aksi mitigasi.
Hasil dari tahap pertama (identifikasi kejadian risiko) pada model manajemen risiko yang dibuat dan diujicobakan pada studi kasus di industri rumah potong ayam terdapat ragam risiko berkatagori food safety dan halal. Beberapa proses yang ada di industri rumah potong ayam memiliki kedua kejadian risiko berkatagori food safety dan halal dan beberapa proses lainnya hanya terdiri kejadian risiko berkatagori tunggal food safety atau hanya halal saja. Upaya mengintegrasikan diperlukan agar efektivitas perbaikan dan aksi mitigasinya dapat dilakukan bersama baik di satu proses yang sama atau di department yang sama. Penggunakan metode Bayesian Network yang mampu menstrukturkan kejadian-kejadian risiko hingga beberapa level memudahkan para praktisi memetakan kejadian risiko food safety dan halalnya dari penerimaan bahan baku hingga produk jadi dikirim ke konsumen. Program aksi mitigasi juga dapat dilakukan bersama untuk mereduksi risiko food safety dan sekaligus risiko halalnya. Implikasi manajerial bagi para manajer khususnya pada departemen quality assurances dan operasi lebih memudahkan pemetaan kejadian-kejadian risiko berikut mengintegrasikan/menggabungkan aksi mitigasinya untuk mereduksi risiko food safety dan halal di tahun selanjutnya.

Food safety and halal are important aspects for consumers, especially Muslim consumers in food selection. Food management that is not in accordance with food safety standards has a negative impact on human health. Whereas the management of halal which is not in accordance with the Islamic regulations in the provisions of the Islamic religion has an impact that food is not halal and does not want to be consumed by Muslim consumers. Therefore, risk management is needed so that events do not occur that do not meet food safety and food halal standards. This study aims to create a risk management model that is able to integrate food safety and halal in the food industry and its risk mitigation actions to eliminate or eliminate risk events occurring in the company. This study uses a case study in the slaughterhouse industry in Jombang City, East Java to test food safety and halal risk management models that are made. The proposed risk management model is based on the Bayesian Network (BN) method. Which has five stages, namely (1) identification of risk events, (2) developing BN structures, (3) measuring the value of conditional probability assessment (CPA), (4) decision analysis, and (5) compiling mitigation actions.
The results of the first stage (identification of risk events) in the risk management model created and tested in a case study in the chicken slaughterhouse industry there are various risks due to the category of food safety and halal. Some processes in the chicken slaughterhouse industry have both food safety and halal risk events and some other processes only consist of single food safety or halal risk events. Efforts to integrate are needed so that the effectiveness of the improvement and mitigation actions can be done together either in the same process or in the same department. Using the Bayesian Network method which is able to structure risk events up to several levels makes it easy for practitioners to map food safety risk events and halal from receiving raw materials to finished products sent to consumers. Mitigation action programs can also be carried out together to reduce food safety risks and at the same time halal risks. Managerial implications for managers, especially in the department of quality assurance and operations make it easier to map risk events as well as integrate / combine mitigation actions to reduce food safety and halal risks in the following year.
