Abstract

Seiring perkembangan eksplorasi minyak dan gas bumi di dunia, perusahaan minyak dan gas di Indonesia juga turut berlomba-lomba untuk mendapatkan ladang minyak dan gas bumi sebanyak-banyaknya. Perkembangan ini turut dipengaruhi oleh aturan-aturan pemerintah mengenai keselamatan dan pencegahan bahaya baik pada unit yang dikelola maupun tenaga kerja pengelola.Salah satu contoh aturan mengenai pengelolaan minyak bumi adalah Peraturan Pemerintah Republik Indonesia Nomor 11 tahun 1979 mengenai Keselamatan Kerja pada Pemurnian dan Pengolahan Minyak dan Gas Bumi. Aturan mengenai keselamatan bagi tenaga kerja pengelola usaha minyak dan gas bumi diatur dalam Undang-undang nomor 1 tahun 1970. Untuk itu semua perlatan-peralatan (unit kerja) harus dijamin kehandalaannya agar tidak menimbulkan bahaya baik bagi pekerja maupun lingkungan. Risk Based Inspection (RBI) adalah sebuah pendekatan sistematis tentang metode pengelolaan inspeksi terhadap peralatan atau unit kerja yang didasarkan pada tingkat resiko yang dimiliki oleh peralatan atau unit kerja tersebut. Penilaian probabilitas kegagalan dilakukan berdasarkan thinning damage factor dan eksternal damage factor. Sedangkan untuk perhitungan konsekuensi dibatasi pada konsekuensi berdasarkan area level 1. Analisis RBI dalam tugas akhir ini diaplikasikan pada pressure vessel V110, V120, V130, dan V140, dan piping system 2 inch dan 4 inch. Hasil analisis dalam tugas akhir ini menunjukkan besarnya resiko pada RBI date ialah

sebesar 17,732 ft2.Pressure vesselakan diinspeksi pada tahun ke-9 setelah dilakukan analisis RBI. Besarnya resiko pada target date setelah dilakukan inspeksi ialah sebesar 14.68 ft2. Level resiko untuk piping system 2 inch ialah 1C atau termasuk dalam kategori medium risk. Sedangkan untuk piping system 4 inch adalah 1E, yaitu medium high risk

This development also influenced by government rules regarding safety and the prevention of hazards both on the unit and the labor. One example of the rules concerning the management of petroleum is the Indonesian Government Regulation No. 11 of 1979 concerning Safety in Refining and Oil and Gas. Rules on labor safety for managers of oil and gas are regulated in Law No. 1 1970. All equipment should be guaranteed their reliability so as not to pose a danger both for the unit and the environtment. Risk Based Inspection (RBI) is a systematic approach of the management method of inspection of the equipment or unit of work that is based on the level of risk which is owned by the equipment or the work unit. Failure probability assessment performed by thinning damage the external factor and damage factor. For the calculation of the consequences limited to the consequences based on area of level 1. RBI analysis in this thesis was applied to the pressure vessel V110, V120, V130, and V140, and piping system 2 inch and 4 inch. The results of the analysis in this thesis shows the magnitude of risk at RBI date is 17.732 ft2. Pressure vessel will be inspected in the 9th year after the RBI analysis. The magnitude of risk at target date after the inspection is at 14.68 ft2. Risk level of 2 inch piping system is 1C or included in the category of medium risk. And for the 4-inch piping system is 1E, which is a medium high ris
