Abstract

Pertumbuhan ekonomi Indonesia yang berada pada rata rata 5,8% per tahun tidak hanya berdampak pada peningkatan kesejahteraan masyarakat secara umum tetapi juga peningkatan kebutuhan tenaga listrik. PT PLN (Persero) telah mengantisipasi peningkatan permintaan tenaga listrik dengan membuat rencana pengembangan pembangkit listrik. Di Indonesia Timur, Provinsi Maluku dan Provinsi Maluku Utara adalah wilayah dengan rencana pengembangan pembangkit terbesar. Di sisi lain, pemerintah melalui peraturan menteri ESDM nomor 37 tahun 2015 berkomitmen memanfaatkan gas bumi untuk kebutuhan domestik. Studi ini bertujuan untuk menentukan model distribusi, fasilitas yang harus disediakan untuk distribusi serta kajian ekonomis distribusi LNG untuk pembangkit di Kepulauan Maluku. Alternatif kilang pemasok LNG adalah kilang Donggi Senoro LNG yang terletak di Provinsi Sulawesi Tengah dan kilang Tangguh LNG yang terletak di Provinsi Papua Barat. Dari lokasi alternatif kilang pemasok LNG dan lokasi terminal penerima dibentuk rute yang mungkin (feasible route) untuk distribusi LNG. Pemilihan rute untuk melayani seluruh terminal penerima menggunakan metode SPP (Set Partitioning Problem) dengan fungsi objektif minimum biaya investasi. Hasil dari optimasi yang berupa model distribusi yang optimal dengan minimum biaya investasi dikaji dari segi ekonomis untuk mendapatkan margin penjualan LNG yang optimal. Dari hasil observasi persebaran lokasi pembangkit, seluruh pembangkit terbagi menjadi 15 terminal penerima. Dengan optimasi terpilih empat rute untuk melayani seluruh terminal penerima dan membutuhkan 4 kapal yang terdiri dari 2 kapal ukuran 2500 m3, 1 kapal ukuran 7500 m3, dan 1 kapal ukuran 10000 m3. sedangkan pembangkit di Provinsi Maluku dipasok dari kilang Tangguh LNG. Biaya investasi total yang terdiri dari biaya investasi terminal penerima dan biaya transportasi yang dibutuhkan mendistribusikan LNG sebesar USD 154,158,010. Hasil kajian ekonomis menunjukkan bahwa margin penjualan yang paling optimal beriksar antara US$ 2.25 – US$ 3 dengan payback period 4,6 -6,9 tahun dari waktu operasi selama 20 tahun

PT PLN (Persero) has the anticipated increase in demand for electric power by making power generation development plan. In Eastern Indonesia, Maluku and North Maluku Provinces are the region with the largest power plant development plan. On the other hand, the government through the Energy Minister regulation number 37 in 2015 committed utilizing natural gas for domestic needs. This study aims to determine the distribution model, facilities for distribution and economical study of LNG distribution to power plants in the Maluku Islands. There are two alternative suppliers LNG plant were considered in this study namely Donggi Senoro LNG which located in Central Sulawesi and Tangguh LNG which located in West Papua. In general, research method in this study can be devided into two. The first is determine all feasible route using combination formula and Travelling Salesman Problem (TSP). Then, the second is determine optimal route using Set Partitioning Problem (SPP). The results of the optimization in the form of optimal route with minimum investment. With optimization elected four route to serve all receiving terminals and requires four vessels consists of two vessels the size of 2500 m3, one vessel size 7500 m3, and one vessel size of 10000 m3. LNG supplier to plants in North Maluku province is Donggi Senoro LNG plant, while plants in Maluku province supplied from the Tangguh LNG. Total investment costs are consists of the

receiving terminal investment, receiving terminal operational costs and transportation costs required to distribute LNG amounting to USD 154,158,010. The results of the economic study showed that the most optimal sales margin is between US $ 2.25 - US $ 3 with a payback period of 4.6 -6.9 years of operating time for 20 years.
