Abstract

Daerah Danau Toba dan sekitarnya khususnya wilayah Tele – Pangururan telah ditetapkan sebagai Kawasan Strategis Pariwisata Nasional (KSPN). Dengan adanya penetapan tersebut, kejelasan status jalan akan memudahkan penanganan pembiayaan, pembangunan, pemeliharaan dan pengembangan dikemudian hari. Kajian peningkatan status jalan sangat diperlukan untuk mengetahui kelayakan jalan tersebut untuk ditingkatkan. Dalam peningkatan status jalan ini dipilih beberapa kriteria teknis seperti lebar jalan, kapasitas, fasilitas perlengkapan jalan, dan kecepatan untuk dikaji lebih dalam untuk disesuaikan agar memenuhi kriteria jalan nasional. Metode Jasa Marga adalah salah satu cara untuk mengetahui nilai biaya operasional kendaraan dengan mengkombinasikan metode N.D. Lea untuk mendapatkan hasil yang lebih akurat untuk jumlah kendaraan golongan 1. Kemudian metode Benefit Cost Ratio (BCR) untuk mengetahui kelayakan proyek yang ditinjau, metode-metode tersebut digunakan sebagai dasar analisa secara ekonomi. Berdasarkan Studi kelayakan dan analisa ekonomi penilaian dari hasil analisa tugas akhir ini ruas Jalan Tele - Pangururan Kabupaten Samosir saat ini masih belum layak ditingkatkan dinilai dari segi teknis DS <0.75 dan segi ekonomi BCR <1 akan tetapi untuk hasil yang lebih baik proyek baru bisa dikatakan layak secara ekonomi pada 2038 (tahun ke-23) dengan hasil DS 0.80 dan BCR 1.58 ===================================================================================================== Toba Lake and its surroundings especially Tele – Pangururan Area have been designated as National Strategic Tourism Area (NSTA). With the designation as NSTA, as with the explication of the status, the clarity of the road status will facilitate the financing, construction, care and development of the road in the future. Study about the improvement of the road is important to decide the feasibility of the road to be improved In the improvement if the road we pick a few of the technical criteria of the road which including the width of the road, capacity, facilities of the road utilities, and mean speed to be reviewed and modified to fulfill the need of National Road standard. Jasa Marga Method is one of the way to find out the operational cost of the vehicle by combining the method of N.D. Lea to improve the accuracy of number Type 1 Vehicle. After that we apply the Benefit Cost Ratio (BCR) to find the feasibility of the project worked, these method used to analyze based on Economic reason. Based on feasibility study and Economic analysis, the assessment of the result of this thesis, we found out that TelePangururan road Samosir district isn’t feasible yet to upgrade based on technical value of DS<0.75 and from the economic cost BCR<1, but to be feasible the project can be
