Abstract

Berdasarkan Peraturan Presiden No. 26 Tahun 2012 Tentang Cetak Biru Pengembangan Sistem Logistik Nasional. Pemerintah Indonesia menetapkan Pelabuhan Kuala Tanjung sebagai pelabuhan Hub Internasional di Kawasan Barat Indonesia dan Pelabuhan Bitung sebagai Pelabuhan Hub Internasional di Kawasan Timur Indonesia. Oleh karena itu, untuk mengusahakan adanya penambahan kapasitas armada nasional dan terjaminnya kelancaran arus petikemas ekspor dan impor, maka diperlukan perencanaan kapasitas armada di rute operasional yang tepat, terutama pada simpul utama pelabuhan petikemas domestik untuk melihat tercapainya konektivitas yang optimal. Untuk melakukan perencanaan rute dan pilihan armada yang optimum dilakukan pendekatan optimalisasi rute dan armada kapal petikemas. Rute dan kapal optimum didalam model optimalisasi ditentukan oleh kombinasi yang memiliki jumlah total biaya transportasi laut paling minimum dengan batasan semua permintaan petikemas ekspor dan impor harus terpenuhi dan satu ukuran kapal terpilih untuk masing-masing rute optimum. Sehingga hasil optimalisasi menunjukkan pola konektivitas yang optimum berupa port-to port dengan rute untuk Kawasan Indonesia Barat terdiri dari: Kuala Tanjung- Belawan (15 unit kapal, 1,000 TEU) dengan total biaya sebesar 2341.9 miliar rupiah/tahun dan unit cost sebesar 1.31 juta rupiah/TEU; Kuala TanjungTanjung Priok (73 unit kapal, 2,500 TEU) dengan total biaya sebesar 16,664 miliar rupiah/tahun dan unit cost sebesar 2.43 juta rupiah/TEU; Kuala Tanjung-Tanjung Perak (44 unit kapal, 2,500 TEU) dengan total biaya sebesar 9,868 juta rupiah/tahun dan unit cost sebesar 2.922 juta rupiah/TEU. Dan untuk Kawasan Indonesia Timur terdiri dari: rute Bitung-Sorong (1 unit kapal, 500 TEU) dengan total biaya sebesar 68.8 miliar rupiah/tahun dan unit cost sebesar 3.24 juta rupiah/TEU; Bitung-Banjarmasin (3 unit kapal, 500 TEU) dengan total biaya sebesar 233.71 miliar rupiah/tahun dan unit cost sebesar 4.56 juta rupiah/TEU; dan rute Bitung-Makassar (1 unit kapal, 1,500 TEU) dengan total biaya sebesar 143.47 miliar rupiah/tahun dan unit cost sebesar 2.76 juta rupiah/TEU

According to Presidential Regulation Number 26/2012 about the National Logistics System Development Blueprint, the Indonesian government proposed to build two international hub ports, which were Port of Kuala Tanjung for the western region and Port of Bitung for the eastern region. Moreover, in order to look for the additional national fleet capacity and to ensure the distribution of export and import containers, the optimal route and fleet planning are performed within the domestic hub ports and these international hub ports. Hence, we apply the optimization approaches to obtain the optimum route and to select the optimum fleet by minimizing the total shipping costs, while considering the satisfaction of demand. The optimization results categorized as port-to-port, where the route for the western region of Indonesia consists of: Kuala Tanjung-Belawan (15 ships of 1,000 TEU) with total shipping costs of 2341.9 billion rupiah/year and the unit cost of 1.31 million rupiah/TEU; Kuala Tanjung-Tanjung Priok (73 ships of 2,500 TEU) with total shipping costs of 16,664 billion rupiah/year and the unit cost of 2.43 milion rupiah/TEU; Kuala TanjungTanjung Perak (44 ships of 2,500 TEU) with total shipping costs of 9.868 million rupiah/year and the unit cost of 2.922 million rupiah/TEU. On the other hand, the eastern region of Indonesia produces the optimum routes and fleets as follows: Bitung-Sorong (1 ship of 500 TEU) with total shipping costs of 68.8 billion rupiah/year and the unit cost of 3.24 million rupiah/TEU; BitungBanjarmasin (3 ships of 500 TEU) with total shipping costs of 233.71 billion rupiah/year and the unit cost of 4.56 million rupiah/TEU; and Bitung-Makassar (1 ship of 1,500 TEU) with total shipping costs of 143.47 billion rupiah/year and the unit cost of 2.76 million rupiah/TEU
