Abstract

Penggunaan teknologi dalam membantu ketertiban berlalu lintas di jalan raya mendukung keamanan kota dan mendorong ketertiban pengendara lalu lintas di jalan raya, makin hari semakin masif diantaranya dalam penggunaan aplikasi tilang elektronik (E-Tilang). Bahkan di beberapa kota besar (Jakarta, Surabaya) sudah mengimplementasikan sistem yang lebih baru yang disebut Electronic Traffic Law Enforcement (E-TLE) dengan menggunkan kamera Close Circuit Television (CCTV) yang kemudian dikirimkan ke Kantor Pusat Monitoring traffic lalu lintas.
Dalam Tugas Akhir ini akan dikaji pengaruh warna bodi mobil terhadap kesuksesan deteksi lokasi plat nomor dengan menerapkan berbagai filter citra dan metode Dilasi. Hubungan warna bodi mobil dengan keberhasilan deteksi lokasi plat nomor yaitu pada plat nomor kendaraan pribadi apakah bisa mendeteksi dengan berbagai warna bodi mobil. Skenario pengujian dilakukan menggunakan plat nomor Indonesia pada beberapa kendaraan pribadi (dasar plat hitam, warna karakter putih), dengan fokus pengaruh variasi warna bodi mobil dan jenis filter deteksi tepi yang dipakai. Untuk menganalisa lebih lanjut Kriteria kesuksesan hasil akan dikelompokan dari 3 kategori, yaitu Terdeteksi Penuh (TP), Terdeteksi Sebagian (TS) dan Tidak Terdeteksi (TT). Dan untuk menyelesaikan Tugas Akhir ini akan digunakan bahasa pemrograman Matlab.
Setelah dilakukan pengujian pada dataset citra uji sebanyak 80 citra uji dan total ada 560 pengujian yang dilakukan dengan 3 skenario. Maka dapat diambil kesimpulan bahwa warna bodi mobil yang banyak terdeteksi penuh adalah warna gelap (merah dan hitam) dengan hasil yang diperoleh 75% sedangkan warna terang (silver dan putih) memiliki hasil yang sangat sedikit dengan hasil 17%.

The use of technology in helping order traffic on the highway supports city security and encourages order traffic drivers on the highway, more and more massive including the use of electronic ticket applications (E-ticketing). Even in several big cities (Jakarta, Surabaya), a new system called Electronic Traffic Law Enforcement (E-TLE) has been implemented by using a Close Circuit Television (CCTV) camera which is then sent to the Central Office of Traffic Traffic Monitoring.
In this Final Project will examine the effect of car body color on the success of location plate number detection by applying various image filters and Dilation methods. The relationship of the car body color with the success of location plate detection that is on the number plate of a private vehicle can detect with a variety of car body colors. The test scenario was carried out using Indonesian license plates on a number of private vehicles (basic black plate, white character color), focusing on the influence of car body color variations and the type of edge detection filter used. To further analyze the criteria for success the results will be grouped from 3 categories, namely Fully Detected (TP), Partially Detected (TS) and Not Detected (TT). And to complete this Final Project will use the Matlab programming language.
After testing the test image dataset as many as 80 test images and a total of 560 tests performed with 3 scenarios. So it can be concluded that the car body color that is detected a lot is dark (red and black) with the results obtained 75%, while bright colors (silver and white) have very little results with 17% results.
