Abstract

Industri alas kaki termasuk dalam kelompok industri andalan yang berperan besar sebagai penggerak utama perekonomian di masa yang akan datang berdasarkan Rencana Induk Pembangunan Industri Nasional tahun 2015-2035 oleh Kementerian Perindustrian. Klaster industri alas kaki di Kabupaten Mojokerto merupakah salah satu klaster industri alas kaki yang dapat membantu Indonesia dalam mencapai rencana tersebut. Klaster industri alas kaki di Kabupaten Mojokerto memang telah terbentuk dan sudah berjalan. Namun, diperlukan suatu upaya agar klaster ini tetap sustainable. Keberlanjutan klaster industri selain ditentukan oleh komitmen para stakeholder klaster, juga ditentukan oleh kemampuan klaster dalam mengelola kinerjanya. Untuk menunjang keberlanjutan klaster industri alas kaki di Kabupaten Mojokerto, dilakukan perancangan sistem pengukuran kinerja dengan harapan klaster industri dapat mengelola performansi klaster industri secara keseluruhan. Metode pengukuran kinerja yang digunakan adalah Integrated Performance Measurement Systems (IPMS). Tahapan yang dilakukan dalam penelitian ini, yaitu identifikasi sistem klaster industri alas kaki, identifikasi stakeholder requirement dan external monitor, identifikasi stakeholder objective, penyusunan Key Performance Indicator (KPI), pengembangan model pengukuran kinerja dengan cara menentukan aspek dan kriteria keberhasilan klaster industri, pembobotan aspek dan kriteria, penyusunan KPI properties, pembobotan KPI, perancangan dashboard pengukuran kinerja, serta uji coba pengukuran kinerja. Dari hasil perancangan pengukuran kinerja ini terdapat 4 aspek, 9 kriteria, dan 40 KPI yang terdistribusi pada tiap aspek dan kriteria. Keempat aspek tersebut, yaitu aspek ekonomi dengan bobot 0.373, aspek sosial dengan bobot 0.214, aspek teknik dengan bobot 0.245, dan aspek lingkungan dengan bobot 0.168. Hasil uji coba pengukuran kinerja pada penelitian ini menunjukka bahwa pencapaian kinerja klaster sebesar 63%. ================================================================================================================== The footwear industry is included in the mainstay industry group which plays a major role as the main driver of the economy in the future based on the National Industry Development Master Plan 2015-2035 from the Ministry of Industry. The footwear industriy cluster in Mojokerto is one of the footwear industry clusters that can assist Indonesia in achieving that plan. The footwear industry cluster in Mojokerto has been formed and is operating. However, an effort is needed so that this cluster remains sustainable. Apart from being determined by the commitment of the stakeholders, the sustainability of the industry cluster is also determined by the cluster's ability to manage its performance. To support the sustainability of the footwear industry cluster in Mojokerto, a performance measurement system was designed in the hope that the industrial cluster could manage the overall performance of the industrial cluster. The performance measurement method used is Integrated Performance Measurement Systems (IPMS). The steps taken in this research are identification of the footwear industry cluster system, identification of stakeholder requirements and external monitors, identification of stakeholder objectives, formulating Key Performance Indicators (KPI), development of performance measurement models by determining aspects and criteria for the success of industrial clusters, weighting aspects and criteria, formulating KPI properties, weighting of KPIs, designing performance measurement dashboards, and testing performance measurements. From the results of the design of this performance measurement there are 4 aspects, 9 criteria, and 40 KPIs that are distributed in each aspect and criteria. The four aspects are economic aspects with a weight of 0.373, social aspects with a weight of 0.214, technical aspects with a weight of 0.245, and environmental aspects with a weight of 0.168. The results of performance measurement trials in this study show that the cluster performance is 63%.
