Abstract

Desa Penglipuran adalah desa tradisional masih berpegang teguh terhadap nilai-nilai agama, budaya, dan adat-istiadat dalam segala urusan tatanan kehidupan. Dalam konteks tata ruang, Desa Penglipuran menggunakan konsep Tri Mandala yang berpedoman pada falsafah Tri Hita Karana, terbagi atas: Utama Mandala (kawasan sakral), Madya Mandala (Kawasan sakral menengah), dan Nista Mandala (Kawasan Tidak Sakral). Penetapan Desa Penglipuran sebagai desa wisata mendorong alih fungsi lahan untuk menunjang aktvitas wisata. Selain itu, pertumbuhan penduduk juga turut mempengaruhi perubahan penggunaan lahan di Desa ini. Perubahan penggunaan lahan ini dikhawatirkan akan mendegradasi nilai-nilai tradisional yang diyakini secara turun termurun oleh masyarakat lokal dan menimbulkan konflik penggunaan lahan di masa mendatang.
Penelitian ini bertujuan untuk merumuskan pola perubahan penggunaan lahan di Desa Penglipuran berdasarkan kondisi faktual dan persepsi ruang ketiga. Dalam mencapai tujuan dilakukan melalui tiga tahapan. Pertama, eksplorasi perubahan penggunaan lahan secara faktual dengan analisa deskriptif. Kedua, eksplorasi penggunaan lahan berdasarkan persepsi ruang ketiga yang dicapai melalui proses content analysis (CA). Ketiga, rumusan pola perubahan penggunaan lahan berdasarkan kondisi faktual dan ruang ketiga melalui analisis kuadran.
Adapun hasil dari peneltian ini adalah tiga pola perubahan penggunaan lahan di Desa Penglipuran. Kuadran I, zona yang tidak mengalami perubahan baik secara faktual dan persepsi ruang ketiga (Pura Penataran, hutan bambu, karang memadu). Kuadran II, zona yang mengalami perubahan secara faktual namun secara persepsi dikehendaki (warung kopi, guest house, parkiran). Kuadran III, zona yang mengalami perubahan secara faktual dan secara persepsi tidak dikehendaki (Catus Patha dan permukiman).

Penglipuran as a traditional village still firmly believes in religious, cultural, and traditional values in every life aspect. In the layout context, Penglipuran village is using the Tri Mandala concept which originated from Tri Hita Karana philosophy. This philosophy is divided into Utama Mandala (sacred area), Madya Mandala (medium sacred area), and Nista Mandala (non-sacred area). The establishment of Penglipuran Village as a tourist attraction area has reinforced the functional shifting of its land to accommodate the tourist activity. Moreover, the population growth also affects the land-use change in this village. These changes of land-use are feared that it will degrade the traditional values which are believed by hereditary in the local community and raise a land-use conflict in the future.
The purpose of this study is to formulate a land-use change pattern in Penglipuran village based on factual condition and third space perception. There are three stages in order to attain the purpose of this study. The first stage is exploring the factual land-use change with descriptive analysis. The next stage is exploring the land-use based on the third-space perception which obtained by the Content Analysis (CA) process. Then, the last step is formulating the land-use change pattern based on the factual condition and third-space perception through quadrant analysis.
The result of this study is generating three land-use change patterns in Penglipuran Village. The first quadrant is a zone that does not experience a change both in factual and perception of third-space (Penataran Temple, bamboo forest, and karang memadu). The second quadrant is a zone that experiences the factual change, yet desired in perception (coffee shop, guest house, and parking facilities). The third quadrant is a zone that experiences the factual change but not desired in perception (Catus Patha and residential area).
