Abstract

Kota Surabaya merupakan salah satu kota pesisir dimana ciri-ciri wilayahnya masih dipengaruhi oleh proses-proses alamiah seperti aliran air sungai, run off, aliran air tanah, pencemaran serta sedimentasi yang menyebabkan perubahan garis pantai secara dinamis. Menurut Peraturan Daerah Kota Surabaya Nomor 12 Tahun 2014 batas antara wilayah darat dan laut berada pada garis pantai pada saat pasang tertinggi (High Water Level). Dalam penentuan garis pantai High Water Level menggunakan pemetaan terestris di Kota Surabaya akan memakan waktu yang banyak dan sumber daya yang tidak sedikit. Penelitian ini memanfaatkan citra satelit resolusi tinggi sebagai alternatif untuk penentuan garis pantai High Water Level Kota Surabaya.
Diasumsikan bahwa High Water Level tidak akan melampaui sisi terluar dari tambak, tanggul, serta pelabuhan dikarenakan objek tersebut akan selalu lebih tinggi dibandingkan air pasang. Maka dari itu garis pantai High Water Level dapat diinterpretasikan. Untuk melengkapi delineasi garis pantainya, maka dilakukan interpretasi dari hasil algoritma Normalized Difference Water Index karena dapat membedakan wilayah daratan dan perairan. Selama tahun 2015-2019 didapatkan garis pantai HWL paling panjang pada tahun 2015 dengan panjang 65.884 km dan paling pendek pada tahun 2016 dengan panjang 65,008 km. kemudian dihasilkan luas perubahan garis pantai High Water Level terbesar terjadi pada Kecamatan Semampir dengan pertambahan luas mencapai 219803,80 m2, emudian perubahan luas terbesar kedua terdapat pada Kecamatan Benowo dengan pertambahan luas mencapai 69063,41 m2, sedangkan untuk pertambahan luas terkecil terdapat pada Kecamatan Krembangan dengan perubahan luasnya selama 5 tahun hanya mencapai 348,20 m2. Kemudian ada kecamatan yang tidak mengalami perubahan luas sama sekali yaitu Kecamatan Mulyorejo, Rungkut, dan Gununganyar. Pengurangan luas terjadi hanya pada Kecamatan Sukolilo dengan pengurangan luas sebesar -5303,87 m2.

The city of Surabaya is one of the coastal cities where the characteristics of the area are still influenced by natural processes such as river flow, runoff, groundwater, pollution, and sedimentation, which causes changes in the shoreline dynamically. According to the Regional Regulation of the City of Surabaya Number 12 of 2014, the boundary between land and sea areas is on the coastline at the time of the highest tide (High Water Level). In determining the High Water Level coastline using terrestrial mapping will take much time and resources. This study utilizes high-resolution satellite imagery as an alternative for determining the Surabaya City High Water Level coastline.
It is assumed that the High Water Level will not go beyond the outer side of the pond, embankment, and harbor because these objects will always be higher than the tide. Therefore, the High Water Level coastline can be interpreted directly to digitize the objects. An interpretation is made from the results of the Normalized Difference Water Index algorithm because it can distinguish land and water areas. During 2015-2019, the longest and shortest HWL coastline was in 2015 (65,884 km) and 2016 (65,008 km). Then the resulting area of the most significant change in the High Water Level coastline occurred in Semampir District with an increase in area by 219803.80 m2, then the second most significant change in area was in Benowo District with an area increase by 69063.41 m2, while for the smallest increase in area was Krembangan District with a change in area for five years only reaching 348.20 m2. Some districts have not changed at all; it is District Mulyorejo, Rungkut, and Gununganyar. The reduction in the area only occurred in Sukolilo District, with an area reduction of -5303.87 m2.
