Abstract

Ketidak pastian dalam pelaksanaan proyek konstruksi perlu dihindari agar dapat meminimalisir dampak yang terjadi. Semakin besar peluang risiko akan memungkinkan semakin besar pula dampak yang akan ditimbulkan. Proyek pembangunan Jalan Tol Porong – Gempol mempunyai panjang 6,3 kilometer. Kemacetan dan kondisi cuaca yang tidak menentu kemungkinan dapat menjadi penghambat pembangunan Jalan Tol Porong – Gempol .Ada banyak faktor risiko lain yang berpotensi untuk mengganggu pelaksanaan proyek tersebut sehingga penerapan majanemen risiko sangat diperlukan untuk kelancaran dan keberhasilan proyek.
Tujuan dari penelitian ini mengetahui risiko yang berdampak besar pada biaya dan waktu serta respons risikonya. Dalam penelitian ini tahapan - tahapan yang akan dilakukan meliputi identifikasi, analisis risiko dan respons risiko. Analisis risiko dilakukan terhadap assesement probabilitas dan dampak kontraktor sebagai responden. Metode yang digunakan Severity Index yang dikombinasikan dengan Matriks Probabilitas - Dampak serta Respons risiko dilakukan pada variabel risiko yang paling tinggi pengaruhnya pada aspek waktu dan biaya.

Hasil penelitian ini diperoleh dua risiko yang signifikan terhadap waktu yaitu kerusakan peralatan, dan keruntuhan struktur serta tiga risiko yang signifikan terhadap biaya yaitu pekerjaan terhambat karena cuaca, keruntuhan struktur, dan produktivitas tenaga kerja kurang. Respon risiko untuk jenis risiko kerusakan peralatan dengan melakukan pengecekan peralatan sebelum digunakan, respon risiko untuk jenis risiko keruntuhan struktur adalah melakukan pengecekan bertahap agar perencanaan sesuai standar dan memastikan proses pelaksanaan dilapangan sesuai standar. Sedangkan respon risiko yang signifikan pada aspek biaya ada tiga yaitu pada jenis risiko pekerjaan terhambat karena cuaca dengan melakukan tindakan pencegahan dan pengefektifan jam kerja dan menambah alat serta tenaga kerja ,untuk jenis risiko keruntuhan struktur melakukan pengecekan bertahap dan memastikan sesuai standar , untuk jenis risiko produktivitas tenaga kerja kurang dengan meminimalisir keterlambatan upah serta memberikan bonus.

Construction project failure has been the biggest spotlight lately, hence, risks of project failure needs to be handled properly in order to minimize the impact that will occurs. Negative impacts that are occurs on site, are due to the big number of risks possiblity and poor risks management handling. The Porong - Gempol Toll Road construction project has a length of 6.3 kilometers. Natural factor such as bad weather and human factor such as traffic jam has become obstacles to the construction of the Porong - Gempol Toll Road. Since numbers of risks factor that might interfere the project are big, the project itself needs a great risk management to ensure those factors wont be a backstop.
The purpose of this study is to identify risks that have a major impact on costs and time and risk responses. In this research, the steps that will be carried out include identification, risk analysis and risk response. Risk analysis is carried out on the probability assessment and impact of the contractor as a respondent. The method that is used in the Severity Index are combined with the Probability Matrix - Impact and Risk Response is carried out on the risk variable that has the highest effect on time and cost aspects.

The results of this study obtained two significant risks to time, namely equipment damage, and the collapse of the structure and three significant risks to costs, namely hampered work due to weather, structural collapse, and less labor productivity. Risk response for the type of risk of equipment damage by checking equipment before use, the risk response for the type of risk of structural collapse is to do a step-by-step check so that planning is in accordance with standards and ensuring the implementation process is in accordance with the standards. While the risk response is significant in the aspect of costs there are three, namely the type of work risk hampered by the weather by taking precautionary measures and effectiveness of working hours and adding tools and labor, for the type of risk of collapse the structure does a gradual checking and ensures that it is in accordance with standards, for the type of productivity risk less labor by minimizing the lead-time of wages and providing extra benefits.
