Abstract

Penelitian ini difokuskan pada Analisis keterlambatan atau risiko terhadap pelaksanaan kontrak pekerjaan “Pengadaan dan Instalasi HVAC” di PT.PHE WMO, yang memiliki wilayah kerja di area Offshore sebelah barat dari Pulau Madura. Dalam pelaksanaan pekerjaan selama periode 2016-2018 mengalami keterlambatan yang cukup siginifikan yaitu 382 hari dan kerugian mencapai IDR 9.574.600.000,00. Penelitian ini menggunakan metode House of Risk (HOR) sebagai alternative dari metode Manajemen risiko ISO31000:2009 yang telah di gunakan internal PT.PHE WMO dan Focus Group Discussion (FGD) sebagai data primer serta Fault Tree Analysis (FTA) sebagai bagian dari identifikasi risiko.Terdapat lima significant risk dari hasil penelitian yaitu Poor-quality shop and coordination drawings, kendala cuaca, keterbatasan kuantitas dan kualitas SDM (kontraktor dan subkontraktor), Absence of duct fabrication workshop at the site dan kurangnya komunikasi antara kontraktor dan sub kontraktor. Dengan melakukan analisis dan evaluasi menggunakan matrik House of Risk (HOR) dan di kombinasikan dengan Pareto chart terhadap nilai dari Degree of difficulty performing action , dari ke lima significant risk tersebut di dapatkan enam alternatif terbaik pengendalian risiko atau risk treatment yaitu “Clash check review terhadap semua shop dan cordination drawing”, “Pengukuran dan pemeriksaan ulang kondisi aktual di lapangan”, “Man Power Mapping berdasarkan planning dan schedule”, “Informasi Forecasting Weather“, “Memastikan kembali semua ukuran dan legends harus sudah masuk dan sesuai di shop drawing” dan “Control Quality dan Time Line Fabrikasi”. Ke-enam alternatif terbaik pengendalian risiko atau risk treatment ini sudah memenuhi kriteria tingkat kesulitan yang rendah (Degree of difficulty performing action) dan effektivitas yang tinggi (Effectiveness to difficulty ratio).

This research is focused on the analysis of delays or risks to the implementation of the "HVAC Procurement and Installation" work contract at PT. PHE WMO, which has a working area in the offshore area west of Madura Island. The implementation of work during the 2016-2018 period experienced a significant delay, which was 382 days, and losses reached IDR 9,574,600,000.00. This study uses the House of Risk (HOR) method as an alternative to the ISO31000: 2009 risk management method that has been used internally by PT. PHE WMO and Focus Group Discussion (FGD) as primary data and Fault Tree Analysis (FTA) as part of risk identification There are five significant risks from the research results, namely Poor-quality shop and coordination drawings, weather constraints, limited quantity and quality of HR (contractors and subcontractors), Absence of duct fabrication workshops at the site and lack of communication between contractors and sub-contractors. The analysis and evaluation use the House of Risk (HOR) matrix and the Pareto chart to measure the degree of difficulty performing action. From the five significant risks, there are six best alternatives for risk control or risk treatment. The risk control recommended from this research namely: Clash check review of all shop and coordination drawings, Measurement and re-examination of actual conditions in the field, Man Power mapping based on planning and schedule, Forecasting Weather Information, Ensuring all sizes and legends must be entered and fit in the shop drawing, and Quality Control and Fabrication TimeLine. The six best alternatives for risk control or risk treatment have met the criteria of a low level of difficulty (Degree of difficulty acting) and high effectiveness (Effectiveness to difficulty ratio).
