Abstract

PT X bergerak pada bidang jasa layanan Teknologi Informasi dan Komunikasi (TIK) dan jaringan telekomunikasi. Saat ini PT X bertransformasi menuju digital telecommunication company yang didukung dengan implementasi lean operation. Lean merupakan proses penghilangan waste yang dilakukan secara berkelanjutan. Hal tersebut menyebabkan pentingnya pengembangan lean assessment tool sebagai alat ukur leanness level perusahaan. Leanness level tersebut yang telah diukur dapat digunakan sebagai pertimbangan untuk melakukan improvement selanjutnya. Saat ini PT X belum memiliki lean assessment tool yang digunakan untuk mengukur leanness level. Penelitian ini dilakukan dengan tujuan untuk mengembangkan lean assessment tool pada PT X. Penelitian ini dimulai dengan melakukan identifikasi proses layanan serta penentuan dimensi dan indikator yang digunakan dalam pengukuran. Kemudian dilakukan validasi indikator dengan melibatkan ahli pada bidang yang berkaitan menggunakan metode fuzzy delphi. Hasil dari lean assessment tool yang telah dikembangkan terdiri dari 22 dimensi dan 57 indikator yang valid. Indikator yang spesifik untuk PT X dan berbeda dengan lean assessment jasa secara umum meliputi waktu tunggu review order (B2), waktu tunggu penyambungan jaringan terdekat (B3), waktu tunggu validasi VRF (B6), indeks ketepatan review order (C1), rasio keadaan PT 2 dan PT 3 (C2), indeks ketepatan konfigurasi VRF (C4), total pengulangan konfigurasi dan validasi VRF (C5), rasio jaringan tidak tersedia (D1) dan rasio ODP tidak tersedia (D2). Selanjutnya pengukuran leanness level dilakukan menggunakan pendekatan kualitatif dan kuantitatif dengan metode fuzzy logic. Hasil leanness level yang diperoleh dipetakan menggunakan radar chart. ================================================================================================================= PT X is engaged in the services of Information and Communication Technology (ICT) and telecommunications networks. PT X is currently transforming into a digital telecommunication company and supported by the implementation of lean operation. Lean is a concept for the continuous process of eliminating waste in company operations. Therefore, it is important to develop lean assessment tool to measure the leanness level of the company. The result of measured leanness level can be used as one of the considerations for further improvement. Currently, PT X does not yet have a lean assessment tool to measure leanness level of the company. This study aims to develop a lean assessment tool at PT X. This research begins with identification of the service process and determining the dimensions and indicators used in the measurement. Furthermore, the indicator is validated by involving experts in related fields using the fuzzy delphi method. The results of the lean assessment tool consist of 22 valid dimensions and 57 valid indicators. Spesific indicators for PT X that are different from lean assessment for service sector in general include waiting time for review orders (B2), waiting time for closest network connections (B3), waiting time for VRF validation (B6), review order accuracy index (C1), state ratio of PT 2 and PT 3 (C2), VRF configuration precision index (C4), total VRF configuration and validation loop (C5), unavailable network ratio (D1) and unavailable ODP ratio (D2). Furthermore, the leanness level measurement performed using qualitative and quantitative approaches with fuzzy logic methods. Leanness level results is mapped using a radar chart.
