Abstract

Kota Surabaya dilalui oleh dua sesar yang berpotensi menyebabkan gempa dengan kekuatan 6,9 SR. Salah satu dampak kerusakan yang dapat ditimbulkan adalah kerusakan infrastruktur transportasi. Hal ini dibuktikan dengan gempa bumi di Selandia Baru 2016 menyebabkan rusaknya jaringan transportasi. Dengan tingkat kesiapan infrastruktur transportasi Surabaya sebesar 55-68%, maka diperlukan konsep penyediaan infrastruktur kedaruratan transportasi.
Penelitian ini bertujuan untuk menentukan konsep penyediaan infrastruktur kedaruratan transportasi di wilayah potensi terdampak bencana gempa bumi. Pengumpulan data dilakukan melalui in-depth interview dengan stakeholder yang paham tentang penyediaan infrastruktur kedaruratan transportasi. Namun, pandemi Covid-19 menyebabkan kurangnya stakeholder yang dapat melakukan wawancara dan diganti menggunakan data sekunder. Sasaran 1 menghasilkan kriteria penyediaan infrastruktur kedaruratan transportasi. Sasaran 2 menghasilkan konsep penyediaan infrastruktur kedaruratan transportasi.
Penelitian ini menghasilkan 46 kriteria dari indikator distribusi barang, evakuasi korban, dan efektifitas jaringan jalan yang menjadi input dalam menyusun konsep penyediaan. Hasil konsep penyediaan terbagi menjadi 4 fase sesuai siklus manajemen penanggulangan bencana yang dapat digunakan pada wilayah yang berpotensi terdampak gempa. Fase mitigasi berfokus pada inventarisasi infrastruktur transportasi, rencana route map, dan peningkatan ketanggapan. Fase kesiapsiagaan berfokus pada aktifasi rencana. Fase tanggap darurat berfokus pada perbaikan jalan temporer dan operasionalisasi rute.Fase pemulihan berfokus pada perbaikan jalan permanen.

The city of Surabaya is traversed by two faults that have the potential to cause an earthquake with a magnitude of 6.9 SR. One of the impacts that can be caused is damage to transportation infrastructure. This is evidenced by the 2016 earthquake in New Zealand which damaged the transportation network. With the level of readiness of Surabaya's transportation infrastructure at 55-68%, it is necessary to have the concept of providing transportation emergency infrastructure.
This study aims to determine the concept of providing transportation emergency infrastructure in areas potentially affected by earthquakes. Data collection was carried out through in-depth interviews with stakeholders who understand the provision of transportation emergency infrastructure. However, the Covid-19 pandemic caused a lack of stakeholders who could conduct interviews and were replaced using secondary data. Target 1 produces criteria for provision of transportation emergency infrastructure. Goal 2 produces the concept of providing transportation emergency infrastructure.
This research resulted in 46 criteria from indicators of distribution of goods, evacuation of victims, and the effectiveness of the road network which became inputs in drafting the concept of provision. The results of the provision concept are divided into 4 phases according to the disaster management cycle that can be used in areas that are potentially impacted by an earthquake. The mitigation phase focuses on inventorying the transportation infrastructure, planning a route map, and increasing responsiveness. The preparedness phase focuses on activating the plan. The emergency response phase focuses on repairing temporary roads and operationalizing routes. The recovery phase focuses on repairing permanent roads
