Abstract

Sejak tahun 2015 jumlah supply dan demand semen di Indonesia mengalami perubahan, dari kondisi undersupply bergeser menjadi oversupply. Berdasarkan data Asosiasi Semen Indonesia (ASI), kapasitas produksi semen nasional saat ini mencapai 113,1 juta ton. Dari kapasitas tersebut, kebutuhan semen nasional hanya berkisar 70 juta ton, sehingga terdapat kelebihan produksi sekitar 40 juta ton. Oversupply produksi semen di Indonesia salah satunya disebabkan oleh masuknya produsen-produsen semen asing ke Indonesia. Kondisi tersebut memaksa PT. XYZ melirik pasar luar negeri untuk menjual hasil produksinya yang berupa semen dan clinker, termasuk clinker dari pabrik Tuban. Ekspor clinker dari pabrik Tuban baru menjadi salah satu fokus PT. XYZ di tahun 2019, sehingga belum ada mekanisme joint pengambilan keputusan untuk menentukan jumlah clinker yang diekspor dan jumlah clinker yang diteruskan ke cement mill/finish mill untuk digiling menjadi semen, yang mempertimbangkan kepentingan pihak-pihak terkait. Dalam penelitian ini akan dimodelkan secara matematis fungsi objektif dari player 1 dan player 2. Fungsi objektif dari player 1 (manajer perencanaan bahan & produksi) adalah memaksimalkan revenue yang berasal dari ekspor clinker. Fungsi objektif dari player 2 (manajer produksi semen) adalah memaksimalkan revenue yang berasal dari penjualan semen yang dihasilkan dari finish mill. Fungsi objektif gabungan antara player 1 dan player 2 didefinisikan pula di dalam penelitian ini. Selanjutnya disusun game strategy dari player 1 dan player 2, yang digunakan untuk menyusun skenario di payoff matrix. Tahapan berikutnya adalah mengisi masing-masing sel di payoff matrix dari model matematis/payoff function masing-masing player. Payoff matrix yang telah disusun diselesaikan dengan metode cooperative game theory sehingga diperoleh nilai equilibrium antara proporsi clinker yang akan diekspor, production rate kiln, proporsi clinker yang akan digiling di finish mill, dan production rate finish mill. ================================================================================================================== The amount of cement supply and demand in Indonesia has changed since 2015, shifted from an undersupply to an oversupply situation. Based on data from the Indonesian Cement Association (ASI), the national cement production capacity currently reaches 113.1 million tons per year. From this capacity, national cement demand is only around 70 million tons per year, so there is an excess production of around 40 million tons per year. Oversupply of cement production in Indonesia is partly due to the entry of foreign cement producers into Indonesia. This condition has forced PT. XYZ to looked at foreign markets to sell their products not only in the form of cement but also clinker, including clinker from Tuban plant. Only in 2019 will clinker export become one of the focuses of the PT. XYZ, and there is no joint decision-making mechanism to determine the number of clinker export and the amount of clinker grinded to the cement mill/finish mill yet, which considers the interests of related parties. Objective function of player 1 and player 2 will be modeled mathematically in this study. The objective function of player 1 (the material & production planning manager) is to maximize revenue from clinker export. The objective function of player 2 (the cement production manager) is to maximize revenue derived from sale of cement produced from the finish mill. Combined objective function of player 1 and player 2 is also defined in this study. Furthermore, game strategy of player 1 and player 2 is formulated, which is used to develop scenarios in payoff matrix. The next stage is to fill each cell in the payoff matrix using each player's mathematical model/payoff function. The payoff matrix that has been arranged is solved using cooperative game theory, so that the equilibrium between exported clinker proportion, kiln production rate, proportion of clinker to be grinded into finish mill, and finish mill production rate obtained.
