Abstract

Bahan pokok yang selalu dibutuhkan oleh masyarakat Indonesia antara lain adalah beras, gula pasir, dan minyak goreng. Bahan pokok yang disebutkan dikonsumsi oleh masyarakat Indonesia sepanjang tahun dalam jumlah yang sangat besar dan diperkirakan akan terus meningkat seiring dengan pertambahan penduduk di Indonesia. Sehingga, ketersediaan bahan pokok patut diperhatikan. Salah satu cara untuk menjaga pasokan bahan dan kestabilan harga adalah dengan menyediakan persediaan penyangga. Model skema persediaan penyangga memainkan peran penting dalam menjaga keseimbangan pasokan dan permintaan pasar dengan memanfaatkan Resi Gudang. Resi Gudang merupakan salah satu solusi untuk sistem pembiayaan perdagangan yang diperlukan bagi dunia usaha untuk menjamin kelancaran usaha terutama bagi petani serta usaha kecil dan menengah yang berbasis pertanian. Dari hasil analisis model skema persediaan penyangga, diketahui bahwa terdapat saran badan layanan umum yang dibentuk khusus menangani masalah penyangga pangan. Dengan nilai total manfaat model sebesar Rp. 8,990,943,014,908, dapat diketahui bahwa sistem persediaan penyangga dengan jaminan resi gudang mampu untuk mengurangi biaya stabilisasi harga serta mendatangkan banyak manfaat selain bagi badan itu sendiri juga bagi petani (produsen) dan pembeli (konsumen). Terutama manfaat bagi petani, Resi Gudang memiliki peranan besar antara lain yaitu: memperoleh harga jual yang lebih baik, mendapatkan kepastian mutu dan jumlah komoditi beras, memperoleh pinjaman dari bank untuk modal musim tanam berikutnya dengan jaminan resi gudang, dan mempermudah jual beli komoditas melalui bantuan badan layanan umum. ====================================================================================================================== Staple food that always needed by the Indonesian people are rice, sugar, and cooking oil. The staple food mentioned are consumed by Indonesian people throughout the year in very large quantities and estimated continuously increase as long as population growth in Indonesia. So that, the availability of staple food is noteworthy. How to maintain the supply of staple food and price stability is provide a buffer stock. The buffer stock model plays an important role in maintaining the balance of supply and demands by utilizing warehouse receipts. Warehouse receipt is one of the solutions for the trade finance system that needed for the business industry guarantee convenience of business, especially for farmers and small and medium-based businesses based on agriculture. From the results of the analysis of the buffer inventory scheme model, it is known that there are suggestions for public service agency that have been formed specifically to deal with the problem of food buffering. With a total value of the model benefit Rp. 8,990,943,014,908, it can be seen that the buffer inventory system with a warehouse receipt guarantee is able to reduce the price stabilization costs and bring many benefits in addition to the agency itself as well as for farmers (producers) and buyers (consumers). Especially benefits for farmers, warehouse receipts have a major role, among others, namely: obtain a better selling price, get certainty in the quality and quantity of commodities, obtain a loan from the bank for the next planting season capital with a warehouse receipt guarantee, and facilitating commodity trading transactions through public service agency assistance.
