Abstract

WPP-NRI 711 merupakan perairan dengan tingkat illegal fishing tertinggi di Indonesia. Pada tahun 2018, sebanyak 43 dari total 109 kapal ikan ditangkap di wilayah ini. Saat ini, telah dilakukan patroli kapal pengawas perikanan oleh Ditjen PSDKP di bawah Kementerian Kelautan dan Perikanan. Namun, hanya ada 2 pangkalan (Batam dan Pontianak) dan 5 kapal yang dioperasikan untuk mengawasi WPP-NRI 711 seluas
192.000 nm2. Tujuan penelitian ini adalah menganalisis penentuan lokasi pangkalan serta penempatan armada kapal pengawas untuk meningkatkan coverage area dengan metode set covering problem. Hasil optimasi menunjukkan lokasi pangkalan terpilih sebanyak 4 pangkalan dan kebutuhan kapal sebanyak 15 unit kapal Tipe E, yang ditempatkan di Pangkalan Batam sebanyak 3 unit, Pontianak 3 unit, Natuna 6 unit dan Bangka 3 unit dan biaya operasional pertahun sebesar Rp. 152,4 Miliar. Dengan skenario batasan anggaran
operasional Rp. 31 Miliar, kapal yang terpilih sebanyak 5 unit kapal tipe E dengan interval hari operasi rata-rata 5,4 hari untuk mencapai coverage area 100%. Besaran coverage area pertahun yang dihasilkan sebesar 12,7 juta nm2/tahun, atau meningkat 86% dibandingkan coverage area saat ini sebesar 6,8 juta nm2/tahun. Dari hasil analisis,
diketahui potensi kerugian akibat illegal fishing sebesar Rp. 1,3 Triliun/tahun, dan apabila aktivitas illegal fishing dapat ditekan, terdapat potensi pemasukan negara dari Penerimaan Negara Bukan Pajak sebesar Rp. 160,9 Miliar.

WPP-NRI 711 is the area with the highest illegal fishing level in Indonesia. In 2018, 39% of violations occurred in this area (43 of a total of 109 fishing vessels). One of the actions taken to prevent illegal fishing is a patrol of a fisheries patrol ship conducted by the Directorate General of Maritime and Fishery Resources Supervision (DG PSDKP) under the Ministry of Maritime Affairs and Fisheries. However, currently there are only 2 bases
(Batam and Pontianak) and 5 ships that are operated to oversee WPP-NRI 711 covering an area of 192,000 nm2. The purpose of this study is to analyze the location determination of the base and placement of the patrol ship that is appropriate to increase the coverage area with the available budget with the set covering problem method. The optimization results show 4 selected base location and the needs of ships as many as 15 units of Type E vessels, which are allocated at Batam Base as many as 3 units, Pontianak 3 units, Natuna 6 units and Bangka 3 units and annual operational costs of Rp. 152,4 Billion. With the operational budget allocation scenario Rp. 31 Billion, 5 vessels were selected type E ships with an average operating day interval of 5.4 days to reach 100% coverage area. The annual coverage was 12,7 million nm2 / year, up 86% compared to the current coverage area of 6,8 million nm2 / year. From the analysis, it is known that the potential loss due to illegal fishing is Rp. 1.3 Trillion / Year, and if illegal fishing activities can be reduced,
there is potential for state revenue from Non-Tax State Revenues of Rp. 160.9 Billion.
