Abstract

Pemindahan pelayanan barang Pelabuhan Labuan Bajo menjadi terminal multipurpose di lokasi baru Desa Wae Kelambu, Manggarai Barat (KM Nomor 30 Tahun 2020) merupakan dampak dari pengembangan sarana dan prasarana transportasi oleh Kementerian Perhubungan. Selain itu, BOR telah mencapai 72% dan waiting time selama 4 hari. Maka, diperlukan perencanaan yang dapat mendukung relokasi terminal baru dengan memerhatikan potensi hinterland. Potensi yang sedang tumbuh adalah sektor pertanian, perkebunan, perikanan, sektor industri pengolahan, dan sektor pariwisata. Metode yang digunakan pada penelitian ini yaitu regresi linier arus muatan dengan PDRB Manggarai Barat. Pada tahun terakhir pengembangan 2040, proyeksi muatan mencapai 1,644,285 ton dengan asumsi 68% muatan petikemas dan 32% muatan general cargo. Kunjungan kapal petikemas sebanyak 400 shipcall dan kapal general cargo sebanyak 742 shipcall. Dari hasil proyeksi muatan dan kunjungan kapal tersebut, didapatkan fasilitas pelabuhan darat maupun perairan. Fasilitas perairan terdiri atas lebar alur pelayaran sebesar 210 m dengan kedalaman minimum -9 m. Luas kolam labuh maksimum sebesar 11.5 ha dan kolam putar sebesar 3.6 ha. Fasilitas darat terdiri atas dermaga 138 x 15 m serta trestle 1,000 x 15 m ; luas gudang sebesar 670 m² ; lapangan penumpukan 6,840 m². Biaya investasi untuk pembangunan sebanyak Rp 300 miliar. Tahun ke-7 (2027) dilakukan pengembangan gudang 3,228 m², tahun ke-9 (2029) pengadaan alat bongkar muat Harbour Mobile Crane 2 unit dan tahun ke-14 (2034) lapangan penumpukan 19,737 m². Dampak dari pemindahan yakni menurunkan biaya operasional kapal sebesar 37%-39% dan biaya labuh 64% ; menambah pemasukan dari jasa pelabuhan kapal berkapasitas 736 TEUS sebesar Rp 104 juta per kunjungan ; dan meningkatkan biaya bakar transportasi darat sebesar 650%. ======================================================================== The transfer of goods services from Labuan Bajo Port to a multipurpose terminal in the new location of Wae Kelambu Village, West Manggarai (KM Number 30 of 2020) caused by the development of transportation facilities and infrastructure by the Ministry of Transportation. In addition, BOR has reached 72% and the waiting time takes 4 days. A plan is needed to support the relocation of a new terminal by paying attention to hinterland potential. The growing potential is the agricultural, plantation, fishery, manufacturing, and tourism sectors. The method used in this study is the load current linear regression with West Manggarai GRDP. In the last years development (2040), the projected cargo has reached 1,644,285 tons, assuming 68% container cargo and 32% general cargo. There are 400 container ships and 742 general cargo ships shipcall. Land and water port facilities data are conducted from the results of cargo and ship visits projections. The water facilities consist of a shipping channel with 210 meters width and 9 meter minimum depth. The maximum anchorage area is 11.5 ha and turning basin is 3.6 ha. The land facilities consist of a 138 x 15 m jetty and a of 1,000 x 15 m trestle; 670 m² of warehouse area; and 6,840 m² of container yard. The investment cost for this development reached IDR 300 billion. In the 7th year, the 3,228 m² warehouse will be developed, the procurement of 2 units of loading and unloading equipment for the Harbor Mobile Crane and 19,737 m² container yard will be done in the 9th year. The impact of the relocation is to reduce ship operating costs by 37%-39% and anchorage costs by 64%, providing port services revenue from vessels with a capacity of 736 TEUs of IDR 104 million per shipcall, also increasing the cost of land transportation fuel by 650%.
