Abstract

Recent evident shows that Port of Petrokimia Gresik has lost $623,279 due to demurrage cost in 2019. Department of Port Management shows that the first cause is due to vessel congestion (48%). Vessel congestion is a non-value adding activity that needs to be eliminated. The elimination of waste in a bulk port requires comprehensive understanding about the overall port activity, which can be quite complex to model with mathematical model. A House of Quality (HOQ) approach for waste elimination model is presented to develop comprehensive framework to identify the waste at the port and generate proposed improvement for current condition. A Discrete-Event Simulation (DES) model is presented using Arena® Simulation Software to simulate the effect of different proposed improvement in order to reduce demurrage cost. It is expected that this research will give decision support system for Department of Port Management Petrokimia Gresik to improve their operational performance to reduce demurrage cost. Several literature review and previous research is also discussed. A total of 8 scenario is deployed through the simulation. This research found that scenario 1 is the best scenario with total cost of $540,672.
