Abstract

Pengelolaan bendungan beserta waduknya ditujukan untuk kelestarian fungsi dan manfaat bendungan secara berkelanjutan. Sebagai pemilik bendungan bertanggung jawab terhadap pengelolaan bendungan beserta waduk yang pelaksanaannya dilakukan oleh organisasi unit pelaksana teknis/UPB sebagai pengelola bendungan. Penelitian ini bertujuan untuk mengetahui pengaruh kualitas sumber daya manusia dan prosedur kerja terhadap upaya peningkatan kinerja kelembagaan Bendungan Gintung di Provinsi Banten. Responden penelitian ini yaitu pegawai atau personil yang bertugas populasi dan diambil sampel sebanyak 34 orang. Penelitian ini menggunakan metode survei dengan teknik pengambilan data instrumen berbentuk angket kuesioner serta pengambilan data sekunder dari objek penelitian secara observasi dan dokumentasi. Uji analisis statistik dengan pendekatan korelasi dan regresi linier berganda dengan tujuan mengetahui seberapa besar pengaruh dan hubungan antar variabel dependen dan independen yang akan diteliti. Hasil penelitiaan dengan perhitungan uji statistic bahwa pengaruh positif secara parsial pada variabel kualitas sumber daya manusia (X1) sebesar 4,270 dan prosedur kerja (X2) sebesar 4,184 terhadap kinerja kelembagaan (Y). Sedangkan pengaruh secara simultan atau bersama-sama diperoleh persamaan regresinya yaitu Y = 29,801 + 0,451 X1 + 0,778 X2 . ====================================================================================================================== The management of dam and reservoir is to preserve the functions and benefits of the dam. The owner of the dam that responsible to manage the dam and reservoir, Is carried out by the technical implementing unit organization / UPB as the dam manager. To determine the effect of human resources quality and work procedures on efforts to improve the institutional performance of the Gintung Dam in Banten Province. Respondents of this studies are employees or personnel in charge of dam management as a population. This study survey method with the instrument data collection technique in the form of a questionnaire and secondary data collection from the object of research through observation and field documentation. Statistic analysis was used with correlation approach and multiple linear regression for knowing how much the effect and relationship between the dependent and independent variables. The results of the research with statistical test calculations showed that there was a partial positive effect on the variable of human resource quality (X1) of 4,270 and work procedures (X2) of 4.184 on institutional performance (Y). Meanwhile, the simultaneous effect or collectively the linear regression calculation is Y = 29,801 + 0,451 X1 + 0,778 X2 .
