Abstract

Pelabuhan merupakan salah satu mata rantai dalam jaringan transportasi. Pelabuhan menjadi sorotan pengembangan utama dalam kaitannya dengan perdagangan untuk mendukung pertumbuhan ekonomi, dan menjadi faktor penting bagi pemerintah dalam menjalankan roda perekonomian negara. Nilai ET:BT pada tahun 2018 yang mencapai 72% menunjukkan kinerja yang rendah. Hal ini mendorong penulis melakukan penelitian untuk meningkatkan kinerja dari terminal petikemas. Untuk mendukung penelitian ini diperlukan analisis tenaga kerja sebagai salah salah satu faktor penyebab waste terhadap kelancaran kinerja bongkar muat petikemas di terminal petikemas. Untuk mengkaji hal tersebut, penelitian ini dilakukan dengan metode Lean Six Sigma dimana metode ini akan mencari terlebih dahulu faktor penyebab waste yang disebabkan oleh tenaga kerja. Salah satu diantaranya ketidaksesuaian jumlah pekerja yang berada di lapangan dengan jumlah yang telah ditetapkan.. Untuk mengkaji faktor penyebab waste yang disebabkan oleh tenaga kerja pada proses kinerja terminal dilakukan tahap pertama yaitu membuat Big Picture Mapping (BPM) terlebih dahulu dan dilanjutkan dengan metode DMAIC. Langkah dari metode yang digunakan dengan metode tersebut yaitu pertama pembuatan Process Activity Mapping (PAM). Dari sekian banyak faktor penyebab waste oleh tenaga kerja tersebut akan dipilih berdasarkan potensi perbaikan untuk kinerja terminal. Hasil pilihan tersebut dikaji kembali sehingga dapat menentukan suatu rekomendasi jumlah tenaga kerja yang tepat berdasarkan waktu standar/baku dengan metode WLA(Wor kLoad Analysis) dan WFA(Work Forces Analysis). Adapun hasil analisis penelitian ini didapatkan alur kinerja pekerja baik pada aktifitas penerimaan petikemas untuk stack CY maupun bongkar petikemas untuk stack CY. Analisis mengenai pekerja lebih lanjut dilakukan perhitungan waktu baku. Waktu baku sendiri digunakan untuk mengitung dan menganalisis Work Load. Dari hasil Perhitungan Work Load Analysis dan Work Force Analysis didapat rekomendasi adanya pengurangan ditandai dengan nilai WLA yang kurang dari 100% dan penambahan jumlah pekerja di masing-masing section yang ditandai dengan nilai WLA lebih besar dari 100%. Section yang perlu ditambah jumlah pekerjanya meliputi planner,petugas gate, operator HMC. Sedangkan yang perlu dikurangi jumlah pekerjanya adalah supervisor planner, berth planner, tally coordinator, RTG operator, headtruck operator, staff maintenance,tally dermaga dan tally CY. ========================================================= The port is one of the links in the transportation network. Ports are the main development spotlight in relation to trade to support economic growth and become an important factor for the government in running the country's economy. Value of ET: BT in 2018 which reached 72% indicates low performance. This encourages the authors to conduct research to improve the performance of the container terminal. To support this research, a labor analysis is needed as one of the factors causing waste to the smooth performance of container loading and unloading at the container terminal. To examine this, this research was conducted using the Lean Six Sigma method where this method will first look for the factors that cause waste caused by labor. One of them is the mismatch between the number of workers in the field and a predetermined number. To study the factors that cause waste caused by labor in the terminal performance process, the first stage is carried out, namely making Big Picture Mapping (BPM) first and followed by the DMAIC method. The steps of the method used with this method are the first to create a Process Activity Mapping (PAM). Of the many factors that cause waste by the workforce, it will be selected based on the potential improvements for terminal performance. The results of these choices are reviewed so that it can determine a recommendation for the right number of workers based on standard / standard time using the WLA (Work Forces Analysis) and WFA (Work Forces Analysis) methods. The results of the analysis of this study show that the flow of worker performance both in the activity of receiving containers for stack CY and unloading containers for stack CY. Further analysis of workers is carried out by calculating standard time. The raw time itself is used to calculate and analyze the Work Load. From the results of the Calculation of Work Load Analysis and Work Force Analysis, it is found that there is a recommendation for a reduction marked by a WLA value that is less than 100% and an increase in the number of workers in each section which is indicated by a WLA value greater than 100%. Sections that need to be added to the number of workers include planners, gate officers, HMC operators. Meanwhile, the number of workers that need to be reduced is supervisor planner, berth planner, tally coordinator, RTG operator, headtruck operator, maintenance staff, dock tally and CY tally.
