Abstract

Investasi Infrastruktur untuk Transportasi Laut terhadap Perbaikan kinerja sektor logistik merupakan agenda yang penting untuk menurunkan biaya transportasi barang dan meningkatkan daya saing. Sistem pelayanan Arus kapal dengan kegiatan Bongkar Muat masih banyak mengalami hambatan di berbagai sektor sehingga Kinerja sektor logistik Indonesia masih di bawah negara tetangga di Asia. yang menempatkan kinerja sektor logistik Indonesia pada urutan 75 dari 155 negara. Posisi yang jauh di bawah dibandingkan dengan negara tetangga seperti Singapura, Malaysia, Thailand, Vietnam, maupun Filipina yang memiliki kondisi geografis serupa dengan Indonesia. Maka dengan kondisi saat ini kita sangat tertinggal dengan tetangga. Sehingga perlunya pembenahan sistem yang menunjang arus kegiatan bongkar muat dengan cara menata kembali atau mengadakan survey ulang agar di tinjau kembali status jalur logistik yang kurang kuat dalam pengambilan analisa / keputusan sebelum daerah tersebut dinyatakan layak sebagai jalur logistik di wilayah NTT – KUPANG. Oleh sebab itu Studi ini mencakup transportasi darat dan laut (pelabuhan dan penyeberangan/feri), serta aspek regulasi, baik untuk perdagangan antara NTT dengan wilayah lainnya (antarprovinsi) maupun di dalam NTT (antarpulau). Selain mengidentifikasi permasalahan yang terjadi dalam transportasi barang secara umum, studi ini juga mengkuantifikasi berbagai komponen biaya transportasi barang, seperti biaya penyeberangan, biaya operasional truk, retribusi dan pungutan “resmi” lainnya, serta biaya ilegal. Kondisi pelabuhan penyeberangan juga masih terbatas.

Marine Transportation Infrastructure Investment for the logistics sector performance improvement is an important agenda to lower the cost of transportation of goods and increase competitiveness. The current service system with the activities of loading and unloading ships are still many obstacles in the various sectors so that the performance of Indonesia's logistics sector is still below neighboring countries in Asia. that puts performance logistics sector Indonesia at 75th out of 155 countries. A position which is far below compared with neighboring countries such as Singapore, Malaysia, Thailand, Vietnam, and the Philippines, which has a similar geographical conditions in Indonesia. So with the current conditions we are very behind with neighbors. So the need to reform the current system that supports loading and unloading activities in a way to re-arrange or conduct the survey again in order in the review status of supply lines being less powerful in decision analysis / decision before the area is declared eligible as supply lines in NTT - KUPANG. Therefore, this study include land and sea transportation (ports and ferry / ferry), as well as regulatory aspects, both for trade between NTT with other territories (interprovincial) or within NTT (interisland). In addition to identifying problems that occur in trans¬portasi goods in general, the study also quantifies the various components of the cost of transporting goods, such as the cost of the crossing, the truck operational costs, fees and levies other "official", as well as illegal fees. Conditions ferry port is also still limited.
