Abstract

Kota Surabaya merupakan salah satu Kota Besar kedua di Indonesia. Pada saat ini pertumbuhan dan perkembangan Kota Surabaya sangat pesat dalam berbagai bidang. Kepadatan penduduk yang meningkat, banyaknya pembangunan gedung perkantoran, kawasan perumahan, industri yang semakin berkembang sehingga menimbulkan kerawanan terjadi kebakaran. Kejadian kebakaran di Kota Surabaya kembali meningkat sepanjang tahun 2017, dan memberikan kerugian yang cukup besar. Kerugian akibat kejadian kebakaran yang terjadi di Kota Surabaya sepanjang tahun 2017 sebesar 18,2 milliar rupiah. Kebakaran ini memberikan kerugian secara materil maupun korban jiwa. Salah satu upaya yang dilakukan Pemeirntah Kota Surabaya saat ini adalah mengembangkan smart city. Untuk saat ini Kota Surabaya sudah mencoba menerapakan konsep smart city dengan menyediakan layanan publik yang dikenal dengan command center yang dapat diakses masyarakat melalui nomor pengaduan 112. Layanan ini digunakan sebagai upaya menangani bencana-bencana yang ada di Kota Surabaya salah satunya kebakaran. Oleh karena itu penelitian ini berfokus pada merumuskan konsep respon cepat/quick response bencana kebakaran di Kota Surabaya.

Penelitian ini menggunakan strategi penelitian deskriptif kualitatif. Metode pengumpulan data terdiri dari survey litertatur dan juga observasi sedangkan metode analisis menggunakan content analysis dan triangulasi. Tujuan penelitian ini adalah merumuskan konsep rerspon cerdas untuk bencana kebakaran yang dapat diterapkan di Kota Surabaya. Untuk mencapai tujuan tersebut didukung melalui 3 sasaran penelitian diantaranya 1) menganalisa permasalahan dan potensi pengembangan tanggap bencana kebakaran, 2) merumuskan kriteria smart response tanggap bencana kebakaran, dan 3) merumuskan konsep smart response tanggap bencana kebakaran.

Hasil penelitian ini diketahui bahwa terdapat beberapa masalah dalam penanganan tanggap bencana kebakaran di Kota Surabaya. Potensi dan permasalahan ini kemudian di klasifikasikan berdasarkan konsep smart response. Potensi pengembangan tanggap bencana kebakaran di Kota Surabaya sangat bisa dikembangkan salah satunya adalah adanya layanan pelaporan bencana melalui layanan bebas pulsa 112. Layanan 112 ini dapat dimanfaatkan untuk memberikan respon cepat terhadap bencana kebakaran di Kota Surabaya. Layanan 112 ini juga bisa dikembangkan berbasis aplikasi sehingga mudah diakses kapan saja dan dimana saja. Selain itu potensi lain yang bisa diterapkan di Kota Surabaya adalah penerapan sensor gas, api dan panas terutama pada bangunan-bangunan tinggi untuk manajemen kebakaran. Untuk membantu mobilitas kendaraan kedaruratan bisa diterapkan sensor lampu merah yang bisa diintegrasikan dengan sistem SITS Dishub Kota Surabaya yang saat ini sudah berjalan.

The city of Surabaya is one of the second major cities in Indonesia. At present the growth and development of the city of Surabaya is very rapid in various fields. Increased population density, the number of office building developments, residential areas, industries that are increasingly developing, causing vulnerability to fires. The fire incident in the city of Surabaya has increased again throughout 2017, and has caused considerable losses. Losses due to fire incidents that occurred in the city of Surabaya throughout 2017 amounted to 18.2 billion rupiah. This fire provides material losses and fatalities. One of the efforts made by the Government of Surabaya City today is to develop smart cities. For now the city of Surabaya has tried to apply the concept of smart city by providing public services known as command centers that can be accessed by the public through complaint number 112. This service is used as an effort to deal with disasters in the city of Surabaya, one of them is fire. Therefore this study focuses on formulating the concept of quick response to fire in the city of Surabaya.

This study uses a qualitative descriptive research strategy. The method of data collection consists of literature research and observation while the analysis method uses content analysis and triangulation. The purpose of this study is to formulate the concept of intelligent response to fire disasters that can be applied in the city of Surabaya. To achieve this goal, it is supported by 3 research objectives including 1) analyzing the problems and potential of fire disaster response development, 2) formulating criteria for fire response smart response, and 3) formulating the concept of fire response responsive smart.

The results of this study revealed that there were several problems in the response to fire disaster response in the city of Surabaya. These potentials and problems are then classified according to the smart response concept. The potential for fire disaster response development in the city of Surabaya is very possible to develop, one of which is the existence of disaster reporting services through 112 toll-free services. This 112 service can be used to provide rapid response to fire disasters in the city of Surabaya. 112 services are also very possible to develop based on applications so that they are easily accessible anytime and anywhere. In addition, another potential that can be applied in the city of Surabaya is the application of gas, fire and heat sensors, especially in high-rise buildings for fire management. As well as to help the mobility of emergency vehicles, a red light sensor can be applied that can be integrated with the Surabaya City Transportation SITS system which is currently running.
