Abstract

Tujuan—Aspek budaya tidak dapat dikesampingkan dalam
setiap sisi kehidupan manusia, termasuk pada penerapan
teknologi informasi. Penelitian ini bertujuan untuk
mengetahui keterkaitan antara kematangan manajemen
portofolio teknologi informasi, budaya bapakism, serta
kinerja perusahaan yang melibatkan aspek rasionalitas
pengambilan keputusan dan perilaku politis.
Metode—Metode yang digunakan pada penelitian ini
adalah kualitatif menurut Cresswell (2007). Pengumpulan
data dilakukan melalui wawancara. Pernyataan bermakna
hasil wawancara digunakan sebagai penentuan proposisi
minor dan proposisi mayor. Penilaian kematangan
Manajemen Portofolio TI (MPTI) berdasarkan Jeffery &
Leliveld (2004) dan Reyck et al. (2005) yang
mengklasifikasikan kematangan MPTI menjadi empat tingkat
yaitu ad hoc, defined, managed dan synshronised.
Temuan—Kematangan Manajemen Portofolio Teknologi
Informasi memiliki pengaruh terhadap peningkatan
rasionalitas pengambilan keputusan dan penurunan perilaku politis. Rasionalitas pengambilan keputusan memiliki
pengaruh terhadap peningkatan kinerja perusahaan. Perilaku
politis memiliki pengaruh terhadap penurunan kinerja
perusahaan. Budaya bapakism memiliki pengaruh terhadap
rasionalitas pengambilan keputusan dan perilaku politis.
Originalitas—Budaya merupakan sesuatu yang unik. Di
Indonesia terdapat budaya bapakism yang terbukti memiliki
pengaruh terhadap rasionalitas pengambilan keputusan dan
perilaku politis dalam penerapan teknologi informasi. Budaya
terbukti menentukan keberhasilan penerapan teknologi
informasi.

Purpose—Cultural aspects can not be ruled out in every
side of human life, including the application of information
technology. This research aims to determine the relationship
between IT portfolio management maturity, bapakism culture,
and firm performance involving decision-making rationality
and political behavior.
Methodology—Methods used in this research is qualitative
by Cresswell (2007). Data was collected from interviewed.
Main statement of the interview is used as determining the
minor propositions and major propositions. Assessment of IT
portfolio management maturity refers to Jeffery & Leliveld
(2004) and Reyck et al. (2005) who classified into four stages:
ad hoc, defined, managed and synshronised.
Findings—IT portfolio management maturity has an
influence on the increase in decision-making rationality and
decrease political behavior. The decision-making rationality
have an impact on firm performance improvement. Political
behavior has an influence on firm performance degradation. Bapakism culture has influence on decision-making
rationality and political behavior.
Originality—Culture is unique. Bapakism culture in
Indonesia has proven to have an influence on decision-making
rationality and political behavior in the application of
information technology. Culture proven determine the
successful application of information technology
