Abstract

Alur Pelayaran Barat Surabaya (APBS) merupakan pintu gerbang menuju ke beberapa
Pelabuhan di daerah Surabaya dan Gresik. Sebelum dilakukan pengerukan APBS Mempunyai
lebar 100 meter dengan kedalaman -8,5 meter sehingga kapal yang melewati Alur Pelayaran
Barat Surabaya dibatasi oleh kondisi kedalaman alur. Untuk mengatasi hal tersebut, dilakukan
pengerukan alur pelayaran hingga kedalaman 13,5 meter dengan lebar alur 150 meter. Tujuan
dari penelitian ini adalah untuk mengetahui hubungan antara pengerukan alaur pelayaran
dengan peningkatan daya saing pelabuhan. Perhitungan daya saing pelabuhan didasarkan pada
efisiensi pelabuhan, peningkatan pendapatan operator pelabuhan dan penurunan biaya yang
dikeluarkan oleh pihak pengguna pelabuhan. Hasil penelitian menunjukkan, perbandingan
daya saing kondisi eksisting dengan skenario A (dilakukan pengerukan dengan peralatan
dan fasilitas bongkar muat tidak mengalami perubahan): Efisiensi meningkat 3%, pendapatan
operator pelabuhan meningkat 3%, biaya pelabuhan menurun 1%. Perbandingan kondisi
eksisting dengan skenario B (dilakukan pengerukan dan load factor kapal 100% namun
kondisi peralatan bongkar muat tidak berubah) : Efisiensi meningkat 8%, pendapatan operator
pelabuhan menurun 2%, biaya pelabuhan menurun 23%. Perbandingan antara kondisi
eksisting dengan skenario C (alur dikeruk, load factor meningkat menjadi 100% dan
dilakukan peremajaan peralatan bongkar muat): Efisiensi meningkat 8%, pendapatan operator
pelabuhan meningkat 8%, biaya pelabuhan menurunt 24%. Perbandingan antara kondisi
eksisting dengan skenario D (alur dikeruk, ukuran kapal meningkat dengan load factor 100%
dan dilakukan penambahan alat dan peremajaan peralatan bongkar muat): Efisiensi meningkat
10%, pendapatan operator pelabuhan meningkat 19%, biaya pelabuhan menurun 44%.

Surabaya West Acces Channel (SWAC) is a gateway to some port in Surabaya and
Gresik. Before the dredging, swac is 100 meters wide with depth of -8.5 meters, that way the
ships which passing Surabaya West Acces Channel are limited by the shallow draught of
channel. To solve this problem, need to do dredging so the depth can be of -13.5 meters with
a channel width of 150 meters. The purpose of this study was to determine the corelation
between the acces channel with an increase in port competitiveness. In determine the port
competitiveness of the model calculations.are based on the port effiency, income by the port
operators and port cost that are covered by the user of port. The result of this final project
show, comparision of existing condition with scenario A (dredging done with loadiing and
unloading equipment and facilities have not changes): port efficiency increased 3%, revenue
of port operators increased 3%, port cost decreased 1%. Comparison existing condition with
scenario B ( dredging done and load factor increased to 100% with loading and unloading
equipments and facilitieshave not changes): port efficiency increased 8%, revenue of port
operators decreased 2%, port cost decreased 23%. Comparison existing condition with
scenario C ( dredging done and load factor increased to 100% with productivity loading and
unloading equipments were increased and facilities have not changes): port efficiency
increased 8%, revenue of port operators increased 8%, port cost decreased 24%. Comparison
existing condition with scenario D ( dredging done and increase vessel size with load factor
100% with unit and productivity loading and unloading equipments were increased and
facilities have not changes): port efficiency increased 10%, revenue of port operators
increased 19%, port cost decreased 44%.
