Abstract

On-time performance (OTP) pada pesawat terbang komersil merupakan parameter yang dijaga oleh maskapai penerbangan untuk tetap mencapai target tertentu dan dilaporkan pada laporan tahunan korporat. Berdasarkan parameter operasional serta data historikal delay teknik, penelitian ini melakukan analisis untuk mendapatkan faktor yang mempengaruhi kegagalan pada tiap subsistem
sehingga mengakibatkan delay teknik. Parameter yang sudah dianalisis pengaruhnya terhadap terjadinya delay teknik menjadi input pada pengukuran performa tiap registrasi pesawat Airbus A330-series. Nilai dispatch reliability yang
menjadi output pada aircraft health index adalah komplementer dari prediksi nilai delay rate tiap registrasi pesawat.
Aircraft Health Index merupakan ranking registrasi pesawat berdasarkan nilai Dispatch Reliability akan digunakan sebagai acuan pesawat yang diterbangkan. Berdasarkan penelitian terdahulu, pengukuran performa dapat dilakukan dengan metode Data Envelopment Analysis. Pada penelitian ini terdapat 2 jenis efisiensi dalam penentuan ranking kesehatan registrasi pesawat, yakni efisiensi teknis dengan nilai DMU efisien = 1 dan super efisiensi yang digunakan
untuk merangking registrasi pesawat yang dinyatakan efisien.
Penelitian ini menghasilkan persamaan prediksi delay rate pada level subsistem menggunakan regresi linear berganda dengan error dalam rentang 0.29 - 7.93% terhadap nilai aktualnya. Penyusunan Aircraft Health Index menggunakan DEA menghasilkan 18 pesawat dinyatakan efisien dengan nilai = 1 sementara 6 registrasi lainnya memiliki nilai efisiensi berturut- turut sebagai berikut: REG-24
dengan efisiensi 0.9870439, REG-21 sebesar 0.9774638, REG-18 sebesar 0.9724941, REG-19 sebesar 0.9527347 dan REG-16 sebesar 0.9471994. Registrasi pesawat yang efisien dianalisis dengan super efisiensi dan mendapatkan REG-12
dengan nilai efisiensi tertinggi.

As a parameter that appeared in corporate annual reports on commercial aircraft, on-time performance (OTP) maintained to achieve certain targets. This research conducts an analysis based on operational parameters and historical
technical delay data to obtain the factors causing the failure of each subsystem, resulting in technical delay. Parameters that have been analyzed for their effect on
the occurrence of technical delay will be the input for measuring the performance of each Airbus A330-series aircraft registration. Output of Aircraft Health Index is
dispatch reliability that is complementary to the predicted delay rate for each aircraft registration.
Aircraft Health Index is a ranking based on the Dispatch Reliability achievement of each aircraft registration that will be used as a guideline for the aircraft being operated. This study uses Data Envelopment Analysis to rank aircraft performance, which is an efficient performance assessment tool based on previous studies. In determining the Aircraft Health Index, this study found that there are 2 types of efficiency, namely technical efficiency with efficiency score = 1 and super efficiency, used to rate aircraft registrations that are considered efficient.
This study results delay rate prediction equation at the subsystem level using multiple linear regression with an error in the range of 0.29 - 7.93 percent of the actual value. Aircraft Health Index using DEA method resulted in 18 aircraft declared efficient with score = 1 while the other 6 registrations had efficiency values in a row as follows: REG-24 has efficiency score 0.9870439, REG-21 score 0.9774638, REG-18 score 0.9724941, REG-19 score 0.9527347 and REG-16 score 0.9471994. Using super-efficiency, the efficient aircraft are analyzed and resulting on REG-12 as the best efficiency.
