Abstract

Gas processing plant merupakan salah satu fasilitas penting dalam pengelolaan gas alam. Gas alam yang sudah diolah merupakan bahan bakar untuk digunakan oleh pembangkit listrik. Mengingat listrik merupakan energi yang sangat penting untuk memenuhi kebutuhan masyarakat umum maka ketersediaan gas tidak boleh terganggu. Kondisi saat ini belum ada manajemen risiko rantai pasok pada gas processing plant CPPG. Risiko-risiko yang berakibat kegagalan suplai gas dari CPPG ke pembangkit listrik belum teridentifikasi dan termitigasi dengan baik sehingga perlu dilakukan strategi mitigasi risiko rantai pasok pada gas processing plant CPPG agar tidak terjadi kegagalan suplai gas di masa yang akan datang. Penelitian ini bertujuan untuk melakukan perancangan strategi mitigasi risiko rantai pasok pada gas processing plant CPPG. Kerangka kerja yang digunakan dalam penelitian ini adalah ISO31000:2018. Pada tahap awal, proses identifikasi risiko dilakukan melalui focus group discussion dengan peserta dari pekerja yang berkompeten. Proses identifikasi risiko didasarkan pada proses bisnis dengan mengacu pada supply chain operation reference. Hasil penelitian menunjukkan bahwa terdapat 32 risk event dan 35 risk agent yang teridentifikasi. Setelah dilakukan evaluasi menggunakan House of Risk fase 1 maka didapatkan 10 risk agent yang perlu diprioritaskan. Pemilihan opsi untuk mitigasi risiko dilakukan menggunakan metode House of Risk fase 2 dan dihasilkan 10 preventive action yang dapat diterapkan oleh perusahaan. Tiga preventive action yang memiliki rasio effectiveness to difficulty tertinggi yaitu pemberdayaan vendor lokal, pembuatan kontrak total vendor maintenance, dan multisourcing. ==================================================================================================== A gas processing plant is one of the important facilities in natural gas management. Processed natural gas is fuel for use by power plants. Considering electricity is a very important energy to meet the general public's needs, the gas supply must not be disrupted. There is currently no supply chain risk management in the CPPG gas processing plant. The risks resulting from the failure of gas supply from CPPG to the power plant have not been identified. They are not well mitigated, so it is necessary to do a supply chain risk mitigation strategy at the CPPG gas processing plant so that there is no failure of gas supply in the future. This study aims to design a supply chain risk mitigation strategy at the CPPG gas processing plant. The framework used in this study is ISO31000:2018. In the initial stages, risk identification is carried out through focus group discussions with participants from competent workers. The risk identification process is based on business processes regarding supply chain operation reference. The results show 32 identified risk events and 35 risk agents. After conducting an evaluation using House of Risk phase 1, there are ten risk agents that need to be prioritized. The selection of options for risk mitigation was carried out using the House of Risk phase 2 method and resulted in 10 preventive actions that the company could implement. The top three preventive actions with higher effectiveness to difficulty ratio are local vendor empowerment, developing total vendor maintenance contracts, and multisourcing.
