Abstract

Perusahaan Daerah Air Minum (PDAM) merupakan salah satu unsur penting dalam pemenuhan kebutuhan air minum yang terus meningkat. Dalam proses produksi air minum berbagai kendala ditemui seperti penurunan kualitas air baku, kerusakan peralatan, dan faktor-faktor lain. Penyelenggara air minum harus menjamin air yang diproduksi aman bagi kesehatan sesuai dengan ketentuan dalam Peraturan Menteri Kesehatan Nomor 492 Tahun 2010 tentang Persyaratan Kualiatas Air Minum. Oleh karena itu, diperlukan identifikasi risiko kegagalan dan manajemen mutu untuk meminimalkan terjadinya risiko kegagalan.
Penelitian ini mengidentifikasi risiko kegagalan dengan menggunakan metode Hazard Analysis Critical Control Point (HACCP) serta metode Extended Producer Responsibility (EPR) untuk membandingkan kualitas air minum produksi PDAM dengan air yang diterima oleh konsumen. Seluruh tahapan produksi dievaluasi dengan menggunakan metode HACCP. Tahapan analisa bahaya menggunakan metode Fishbone dan Failure Mode and Effect Analysis (FMEA) untuk memudahkan penentuan risiko dan bahaya. Penelitian dengan metode HACCP ditinjau berdasarkan data hasil uji laboratorium sampel air PDAM dan observasi kondisi eksisting unit pengolahan.
Evaluasi kondisi eksisting PDAM X yang dikaji menggunakan metode HACCP adalah kualitas air produksi masih belum memenuhi baku mutu air minum Permenkes Nomor 492 Tahun 2010. Ditinjau dari aspek teknis, PDAM X belum rutin melaksanakan disinfeksi karena pompa dosing rusak, tidak melakukan analisa dosis disinfektan, dan waktu tinggal bak prasedimentasi yang tidak sesuai dengan ketentuan. Potensi bahaya aspek non teknis adalah pelaksanaan operasional yang belum sesuai SOP, kurangnya pelatihan untuk pekerja dan pelaksanaan analisa kualitas air oleh pekerja. Pengendalian mutu dengan metode pertanggungjawaban produsen atau EPR yang diterapkan di PDAM X adalah belum sesuai dengan Peraturan Menteri Kesehatan Nomor 736 Tahun 2010. PDAM X belum melakukan pelaksanaan tindaklanjut dari hasil analisa laboratorium.
=================================================================================================== Water Supply Company (WSC) is an important element in meeting the increasing need for drinking water. In the drinking water production process, various obstacles were encountered, such as a decrease in the quality of raw water, equipment damage, and other factors. Drinking water providers must ensure that the water produced is safe for health in accordance with the provisions in the Minister of Health Regulation Number 492 of 2010 concerning Water Quality Requirements. Therefore it is necessary to identify the risk of failure and quality management to minimize the risk of failure.
This study identifies the risk of failure by using the Hazard Analysis Critical Control Point (HACCP) method and the Extended Producer Responsibility (EPR) method to compare the quality of drinking water produced by WSC with water received by consumers. All stages of production are evaluated using the HACCP method. The hazard analysis stages use the Fishbone and FMEA (Failure Mode and Effect Analysis) methods to facilitate risk and hazard determination. Research using the HACCP method was reviewed based on the results of laboratory test data of WSC water samples and observations of the existing conditions of the processing unit.
Evaluation of the existing conditions of WSC X which was studied using the HACCP method is that the quality of production water still does not meet the drinking water quality standards based on the Minister of Health Regulation No. 492/2010. In terms of technical aspects, WSC X has not routinely carried out disinfection because the dosing pump was damaged, did not analyze the disinfectant dose and the residence time of the pre-sedimentation basin was not in accordance with the provisions. Potential hazards for non-technical aspects are the implementation of operations that are not in accordance with SOPs, lack of training for workers and implementation of water quality analysis by workers. Quality control using the producer accountability method or EPR applied by WSC X is not in accordance with the Minister of Health Regulation No. 736/2010. WSC X has not carried out a follow-up implementation of the laboratory analysis results.
