Abstract

Penyediaan energi listrik negara Indonesia sekitar 64 % berasal dari PLTU Batubara, sehingga hal ini berdampak berkurangnya cadangan batubara dan meningkatnya emisi gas rumah kaca, Dalam forum internasional pemerintah Indonesia punya target penurunan emisi gas rumah kaca sekitar 26 % pada tahun 2020. Penurunan gas rumah kaca pada sektor energi diterapkan melalui program co – firing biomassa dengan batubara pada PLTU batubara, sehingga diperlukan kriteria yang tepat, efektifitas dan efisien guna mendapatkan pilihan co – firing paling optimal dari beberapa alternatif yang ada. Terkait dengan kondisi tersebut, penelitian ini bertujuan merancang model kriteria pemilihan co- firing dari beberapa alternatif secara sistematis di PT Pembangkitan “XYZ”. Data diolah menggunakan Decision Making Trial and Evaluation Laboratory (DEMATEL) dan Analityc Hierarchy Process (AHP). Penentuan kriteria mengacu pada Perdir PLN No. 001.P/DIR/2020 tentang pedoman pelaksanaan co-firing PLTU berbahan bakar batubara dengan bahan bakar biomassa , diskusi maupun wawancara dengan tim evaluasi program dan Ahli bidang pembangkitan. Sehingga diperoleh 5 kriteria , 16 sub kriteria dan 3 alternatif co –firing , selanjutnya dilakukan quisioner untuk penentuan bobot kriteria dan alternatif pada responden yang terkait co-firing. Hasil studi menunjukkan untuk tingkat kekuatan paling pengaruh dan mempengarui kriteria maupun subkriteria, DEMATEL menunjukkan “penurunan emisi CO2 ” dengan indeks 11.91 dan “harga biomassa” dengan nilai indeks 0.93, pada subkriteria “harga biomasa ” dengan nilai indeks 24.2 , “ kualitas biomassa dan emisi CO2”. Pada indeks 1.43 dan 1.37. Sedangkan pembobotan menunjukkan bahwa kriteria “desain dan teknologi boiler, ketersediaan biomassa dan efisiensi pembangkit listrik dengan bobot 9%,. Berdasarkan kombinasi dari kedua metode tersebut diperoleh kesimpulan bahwa pemilihan alternatif co-firing yang pertama adalah alternatif co- firing B dengan saw dust skor 6.60 , disusul oleh alternatif co- firing A dengan pellet kayu skor 5.62 dan yang terakhir alternatif co-firing C dengan campuran pellet kayu dengan saw dust skor 5.31.

About 64% of Indonesia's electricity supply comes from coal-fired power plants, so this has an impact on reducing coal reserves and increasing greenhouse gas emissions. In an international forum the Indonesian government has a target of reducing greenhouse gas emissions by around 26% at 2020. Greenhouse gas reduction In the energy sector, it is implemented through the co-firing program of biomass with coal at coal-fired power plants, so that precise, effective and efficient criteria are needed in order to get the most optimal co- firing option from several available alternatives. Related to these conditions, this study aims to systematically design a co-firing criteria model of several alternatives in PT Pembangkitan "XYZ". The data were processed using the Decision Making Trial and Evaluation Laboratory (DEMATEL) and the Analityc Hierarchy Process (AHP). Determination of criteria refers to the PLN Perdir No. 001.P / DIR / 2020 regarding guidelines for the implementation of co- firing coal-fired power plants with biomass , discussions and interviews with the program evaluation team and power plants experts. So that 5 criteria, 16 sub-criteria and 3 co-firing alternatives are obtained, then a questionnaire is carried out to determine the weight of the criteria and alternatives to the respondents related to co-firing.The results of the study show that for the most influencing power level and influencing the criteria and sub-criteria, DEMATEL shows “CO2 emission reduction” with an index of 11.91 and “biomass price” with an index value of 0.93, on the “biomass price” sub-criteria with an index value of 24.2, “biomass quality and emissions CO2 ”. At the index 1.43 and 1.37. While the weighting shows that the criteria "boiler design and technology, availability of biomass and efficiency of power plants with a weight of 9% ,. Based on the combination of the two methods, it is concluded that the choice of the first co-firing alternative is the co-firing alternative B with a score of 6.60, followed by the A co-firing alternative with a wood pellet score of 5.62 and the last co-firing alternative C with a mixture wood pellets with saw dust score of 5.31.
