Abstract

Di wilayah kepulauan masih banyak dijumpai kondisi di mana anak-anak belum terlayani pendidikannya, dikarenakan sarana prasarana yang belum memadai, kurang atau tidak adanya bangunan sekolah di kepulauan tertentu dan juga masalah kekurangan guru. Selain itu beberapa wilayah di kepulauan tidak terjangkau jaringan sinyal internet, sehingga proses pembelajaran tidak dapat dilakukan secara online. Oleh karena itu diperlukan konsep pendidikan berbasis transportasi laut, guna untuk meningkatkat pendidikan di wilayah kepulauan Kabupaten Pangkajene dan Kepulauan. Konsep bus sekolah yang digunakan untuk memenuhi kebutuhan guru di kepulauan dengan metode pola operasi yang digunakan adalah metode CVRP (Capacitated Vehicle Routing Problem) untuk menentukan rute optimum, dan hasil analisis biaya menunjukkan biaya total pada rute terjauh dengan jarak 531,17 Nm sebesar Rp1.122.926.877 per tahun dengan frekuensi sebanyak 104 kali/tahun. Konsep sekolah terapung digunakan untuk proses belajar mengajar di kepulauan yang tidak terdapat bangunan sekolah. Konsep ini memiliki dua skenario yaitu skenario pertama menggunakan kapal sekolah, dan skenario kedua menggunakan tongkang dengan kapal pendukung berupa speed boat dengan kapasitas 30 penumpang yang digunakan untuk antar jemput murid dan guru menuju tongkang. Hasil skenario terpilih adalah skenario kedua menggunakan tongkang, dengan metode pola operasi yang digunakan adalah metode M-TSP (Multiple Travelling Salesman Problem), dan hasil analisis biaya menunjukkan biaya total tongkang sebesar Rp4.728.899.695 per tahun dengan frekuensi sebanyak 48 kali/tahun. ===================================================================================================== In the archipelago, there are still many conditions in which children have not been served their education, inadequate facilities and infrastructure, lack or absence of school buildings in certain islands and also the problem of teacher shortages. In addition, some areas in the archipelago are not covered by internet signal networks, so the learning process cannot be done online. Therefore, a marine transportation-based education concept is needed, in order to improve education in the archipelago, Pangkajene Regency and the Archipelago. The concept of the school bus which is used to meet the needs of teachers in the islands with the operating pattern method used is the CVRP (Capacitated Vehicle Routing Problem) method to determine the optimum route, and the results of the cost analysis show that the total cost on the farthest route with a distance of 531.17 Nm is Rp1. 122,926,877 per year with a frequency of 104 times / year. The concept of a floating school is used for the teaching and learning process in islands where there are no school buildings. This concept has two scenarios, namely the first scenario using a school boat, and the second scenario using a barge with a support vessel in the form of a speed boat with a capacity of 30 passengers which is used to pick up students and teachers to the barge. The results of the selected scenario are the second scenario using a barge, with the operating pattern method used is the M-TSP (Multiple Traveling Salesman Problem) method, and the results of the cost analysis show the total barging cost of IDR 4,728,899,695 per year with a frequency of 48 times / year.
