Abstract

Dalam menurunkan biaya logistik di Wilayah Indonesia Timur, Pemerintah membuat Rencana Pembangunan Jangka Menengah tahun 2020-2024. Dimana dalam bidang transportasi laut, pemerintah mengusulkan konsep Integrated Port Network (IPN) dengan tujuan menekan biaya logistik dan mengurangi kegiatan alih muat barang di Pelabuhan Transshipment Singapore. Salah satu sasaran dalam konsep IPN adalah penetapan Pelabuhan Makassar sebagai hub internasional untuk Wilayah Indonesia Timur menggantikan Pelabuhan Tanjung Perak. Tugas akhir ini akan meneliti dampak yang ditimbulkan akibat penetapan kebijakan tersebut. Metode yang digunakan dalam penelitian ini adalah regresi linier dan analisis sensitivitas untuk mengetahui akibat perubahan suatu variabel. Hasil penelitian menunjukkan jika kebijakan diterapkan mengakibatkan biaya total distribusi petikemas lebih tinggi 19% dibandingkan melalui Pelabuhan Tanjung Perak. Selain itu ketika konsep Integrated Port Network diterapkan, juga akan menghasilkan biaya total yang lebih mahal 16% dari kondisi saat ini. Sehingga berdampak pada unit cost yang lebih mahal 19% saat transit Makassar dan sebesar 15% pada kegiatan direct call daripada saat melalui Pelabuhan Tanjung Perak. Konsep IPN dapat diimplementasikan ketika jumlah muatan petikemas internasional yang dikonsolidasikan di Pelabuhan Makassar sebesar 880.569 TEUs/tahun. Hal tersebut akan menurunkan biaya satuan pada konsep IPN sebesar 6% dari kondisi saat ini. Biaya satuan tersebut didapatkan dengan menggunakan kapal Tommi Ritschter dengan kapasitas angkut total sebesar 4.785 TEUs. ===================================================================================================== In order to minimize the logistic cost in eastern Indonesia region, the government has made the Medium Term Development Plan for 2020-2024, where in the field of marine transportation, the government has also proposed the Integrated Port Network (IPN) concept to minimize the logistic cost and reduce the cargo handling activities in Singapore Transshipment Port. One of the goals of the IPN concept is assigning the Makassar Port as International Hub Port in eastern Indonesia region, which replace the previous one, Tanjung Perak Port. This final project will analyzed the impact of Makassar Port establishment as the International Hub Port to the logistics cost in eastern Indonesia region. The method used in this research are linear regression and sensitivity to find out the impact of the changes in a variable. The result obtained that the total cost of transit at the Makassar Port will have a total cost increase of 19% compared to that of the Port of Tanjung Perak. Meanwhile, when the integrated port network is implemented, it will also result in a total cost that is 16% more expensive than the current condition. The designation of the Makassar Hub Port also impacts the increase in unit costs at each feeder port. The average increase in unit costs during Makassar transit was 19%, and direct call activities were 15% from current conditions. The IPN concept can be implemented when the number of international container cargoes consolidated at Makassar Port is 880,569 TEUs / year. This will reduce the unit cost of the IPN concept by 6% from current conditions. That result are obtained from using Tommi Ritschter vessel which has capacities of 4.785 TEUs.
