Abstract

Realisasi pengadaan dan pemasangan trafo triwulan I tahun 2020 di Transmisi PLN Jawa Timur dan Bali mengalami permasalahan dimana hanya 48% dari trafo yang sudah dikirim oleh vendor (on-site) berhasil dipasang dan siap dialiri listrik (Energized). Kondisi ini menyebabkan potensi kerugian material dan tidak tercapainya target kinerja Transformer Line Outage Frequency dan Transformer Line Outage Duration. Untuk itu, pada penelitian ini pendekatan Lean Thinking digunakan untuk mengidentifikasi waste (aktivitas yang tidak memiliki nilai tambah) sehingga dapat dijadikan dasar rekomendasi untuk memperbaiki proses Pengadaan dan Pemasangan Trafo 60MVA. Identifikasi waste dilakukan dengan metode Current Value Stream Mapping (VSM) dan Process Activity Mapping (PAM) hingga ditemukan waste kritis pada jalur Proses Pengadaan dan Pemasangan Trafo 60MVA. Rekomendasi perbaikan dianalisis menggunakan Root Cause Analysis (RCA) sedangkan untuk menentukan solusi prioritas menggunakan Analytical Hierarchy Proses (AHP). Dari hasil analisa diidentifikasikan bahwa terdapat waste kritis yaitu Waiting dan Over Processing dengan akar penyebab waste nya adalah waiting antar proses, waiting approval surat dan adanya koordinasi/konfirmasi yang berulang. Usulan perbaikan adalah dengan pembuatan jadwal dan lokasi pekerjaan online, pembuatan instruksi kerja (IK), dan mengadakan Pelatihan/Diklat kepada bidang terkait untuk menambah jumlah tim ahli di bidangnya. Maka, dengan meminimalisir waste tersebut dapat diestimaksikan pengurangan waktu sebanyak 168,95 jam terhadap Trafo di lokasi untuk segera dipasang dan siap dialiri listrik.

Based on the realization of the procurement and installation of
transformers in the first quarter of 2020 at PLN Transmission in East Java and Bali
experienced a problem where only 48% of the transformers had been sent by the
vendor (on-site) were successfully installed and ready for electrified. This condition
causes potential material loss and the performance targets of the Transformer Line
Outage Frequency and Transformer Line Outage Duration is not achieved. For this
reason, in this study, the Lean Thinking approach is used to identify waste
(activities that do not have added value) so that it can be used as a basis for
recommendations to improve the 60MVA transformer procurement and installation
process. Waste identification was carried out using Current Value Stream Mapping
(VSM) and Process Activity Mapping (PAM) methods until critical waste was
found in the 60MVA Transformer Procurement and Installation Process line.
Recommendations for improvement were analyzed using Root Cause Analysis
(RCA) while determining priority solutions used Analytical Hierarchy Process
(AHP). From the analysis, it is identified that there is critical waste, namely Waiting
and Over Processing, with the root cause of the waste is waiting between processes,
waiting for letter approval, and repeated coordination/confirmation. Proposals for
improvements are to create schedules in work locations online, create work
instructions (IK), and hold Training / Education for related fields to increase the
number of expert teams in their fields. So, with the implementation of lean thinking,
it is estimated that a reduction in time of 168.95 hours for the transformer on-site is
immediately installed and ready for electrification.
