Abstract

Kabupaten Sumenep merupakan kabupaten dengan penduduk miskin terbanyak kedua di Jawa Timur. Jumlah penduduk miskin mencapai 20% dari jumlah penduduk keseluruhan. Sekitar 220.000 orang di Sumenep termasuk kategori penduduk miskin. Kondisi saat ini, konektivitas wilayah kepulauan Sumenep tergolong rendah, dari 48 pulau berpenghuni hanya 9 pulau utama yang terhubung. Sembilan pualu tersebut yakni Kalianget, Talango, Sapudi, Raas, Kangean, Sapeken, Pagerungan Besar, Masalembu dan Karamian. Konektivitas laut di Sumenep didukung oleh layanan kapal penyeberangan dan kapal perintis. Indeks konektivitas menunjukkan bahwa konektivitas tertinggi dimiliki oleh Kalianget dengan nilai konektivitas sebesar 8, sedangkan konektivitas terendah dimiliki oleh Talango dengan nilai konektivitas sebesar 1. Jika dilihat dari indeks aksesibilitas Pelabuhan Kalianget, Talango menjadi daerah dengan indeks aksesibilitas tertinggi untuk jenis muatan penumpang dan kendaraan. Sedangkan indeks aksesibilitas Pelabuhan Kalianget terendah dimiliki oleh Karamian dan Pagerungan. Hasil perhitungan indeks vulnerability of connectivity menunjukkan bahwa Talango memiliki nilai indeks tertinggi, sedangkan indeks terendah dimiliki oleh Pagerungan Besar. Dengan peningkatan indeks aksesibilitas Talango, Sapudi, Kangean, Masalembu dan Karamian yang didukung oleh 3 kapal, dapat meningkatkan PDRB sebesar Rp 106.341.440.000 dan meningkatkan Indeks Pembangunan Manusia (IPM) sebesar 0,17 pada proyeksi tahun terakhir.

Sumenep Regency is the district with the second highest number of poor people in East Java. The number of poor people reaches 20% of the total population. About 220,000 people in Sumenep are categorized as poor. Currently, the connectivity of the Sumenep archipelago is low, of the 48 inhabited islands only 9 main islands are connected. The nine islands are Kalianget, Talango, Sapudi, Raas, Kangean, Sapeken, Pagerungan Besar, Masalembu and Karamian. Sea connectivity in Sumenep is supported by ferry services and pioneer vessels. The connectivity index shows that the highest connectivity is owned by Kalianget with a connectivity value of 8, while the lowest is owned by Talango with a connectivity value of 1. When viewed from the accessibility index of Kalianget Port, Talango is the area with the highest accessibility index for passenger and vehicle cargo types. Meanwhile, the lowest accessibility index for Kalianget Port is owned by Karamian and Pagerungan. The results of the calculation of the vulnerability of connectivity index show that Talango has the highest index value, while the lowest index is owned by Pagerungan Besar. With the increase in the accessibility index of Talango, Sapudi, Kangean, Masalembu and Karamian which are supported by 3 ships, it can increase the GRDP of Rp. 106,341,440,000 and increase the Human Development Index (HDI) by 0.17 in the last year's projection.
