Abstract

Penertiban di pelabuhan penyeberangan merupakan upaya untuk menjaga operasional kapal, dermaga, dan pengguna jasa tetap sesuai rancangan dengan tujuan menjaga keselamatan dan keamanan semua pihak yang terlibat dalam proses penyeberangan. Dampak dari kondisi yang tidak tertib di pelabuhan antara lain kerugian barang dan jiwa akibat kecelakaan, kerusakan dermaga dan infrastruktur jalan, serta kerusakan kapal. Penertiban di pelabuhan dapat dilakukan dengan fokus pada kendaraan barang yang terindikasi Over Dimension Overload (ODOL) sebelum memasuki pelabuhan. Acuan yang digunakan dalam proses penertiban bersumber dari spesifikasi asal pabrik serta peraturan perundang-undangan yang mengatur tentang batasan dimensi dan kapasitas muat kendaraan. Metode penertiban yang dilakukan adalah mewajibkan kendaraan barang yang terindikasi ODOL untuk melakukan pindah muatan sebelum memasuki pelabuhan.
Penelitian ini bertujuan untuk mengukur dampak yang ditimbulkan dari adanya proses penertiban seperti perubahan arus kedatangan kendaraan dan perhitungan biaya-manfaat hasil dari penertiban kendaraan ODOL. Penelitian dilakukan dengan membuat simulasi operasional pelabuhan menggunakan bantuan aplikasi ARENA untuk melihat perbedaan pola operasi dan arus di pelabuhan sebelum dan setelah penertiban. Hasil simulasi dan perhitungan menunjukkan adanya peningkatan jumlah kendaraan terangkut sebanyak 2-3% per dermaga setelah dilakukan penertiban. Selanjutnya dilakukan perhitungan biaya manfaat (CBA) dengan menghitung kemugkinan biaya dan manfaat yang dihasilkan dari penertiban, seperti manfaat kenaikan pendapatan tiket, perbaikan dek kapal, penghemata biaya perbaikan jalan, serta biaya seperti biaya penambahan sewa truk dan perluasan buffer zone untuk proses pindah muatan. Hasil perhitungan CBA menghasilkan rasio manfaat dan biaya (BCR) sebesar 2.273 yang menunjukkan proses penetiban kendaraan ODOL dapat dilaksanakan dan bermanfaat bagi operasional pelabuhan penyeberangan

The control process at the ferry port is an effort to keep the operations of ships, ports, and passengers all organized orderly by plan with the goals of maintaining the safety and security of all parties involved in the ferrying process. The impact of the unorganized conditions at the port includes loss of goods and lives due to accidents, damage to docks and road infrastructure, and damage to ships. Control process at the port can be carried out by focusing on cargo vehicles with an indication of Over Dimension Overload (ODOL) before entering the port. The references used in the control process are sourced from the manufacturer's original specifications as well as the laws and regulations governing the dimensions and load capacity limits of vehicles. The method of this controlling process is to require cargo vehicles with an ODOL indication to transfer cargo before entering the port.
This study set a goal to measure the impact resulting from the control process such as changes in the arrival flow of vehicles and the calculation of the cost-benefit results of controlling ODOL vehicles. The research was conducted by making port operational simulations using the ARENA Simulation tools to see differences in operating patterns and currents at the port before and after control. The simulation and calculation results show an increase in the number of vehicles shipped in ferry ship by 2-3% per dock after controlling. Furthermore, the cost benefit analysis (CBA) is carried out by calculating the possible costs and benefits resulting from the control, such as the benefits of increasing ticket revenue, ship decks repairing, road repair savings, as well as costs such as additional costs for truck rental and expansion of the buffer zone for the cargo transfer process. The results of the CBA calculation produce a benefit and cost ratio (BCR) of 2.273 which shows that the ODOL vehicle control process can be carried out and is beneficial for ferrying port operations.
