Abstract

Bencana merupakan peristiwa yang mengancam dan mengganggu kehidupan dan penghidupan masyarakat. Salah satu bencana yang dapat terjadi adalah bencana banjir akibat jebolnya tanggul waduk, seperti peristiwa yang terjadi di Situ Gintung pada tahun 2009. Waduk Gondang sebagai salah satu waduk besar di Desa Gondanglor Kecamatan Sugio Kabupaten Lamongan mempunyai potensi bencana yang sama. Usia waduk yang cukup tua membuat tanggul waduk menjadi rentan. Desa Gondanglor dengan berbagai potensi ekonomi, pertanian dan pariwisata akan berhadapan dengan potensi bencana yang ada. Sehingga masyarakat setempat perlu meningkatkan kapasitas mereka dalam upaya pengurangan risiko bencana. Salah satunya dengan menyusun jalur evakuasi bencana. Berdasarkan permasalahan tersebut, penelitian ini disusun untuk menentukan jalur evakuasi sebagai bentuk pengurangan risiko bencana potensi jebolnya tanggul Waduk Gondang berdasarkan kriteria dan kondisi faktual. Demi mencapai tujuan tersebut, peneliti menentukan titik kumpul dengan teknik analisa buffer, centroid dan triangulasi; menentukan lokasi evakuasi dengan content analysis dan Analytical Hierarchy Process (AHP); serta menentukan jalur evakuasi dengan network analysis yang divisualisasikan dalam bentuk peta dengan bantuan perangkat lunak ArcGIS. Data-data dari penelitian ini didapatkan melalui studi literatur, observasi langsung ke wilayah studi serta wawancara dengan para stakeholder terkait. Adapun hasil yang didapat adalah wilayah Desa Gondanglor dibagi ke dalam 7 unit yang lebih kecil dengan titik pusatnya sebagai titik kumpul. Titik lokasi evakuasi didasarkan pada hasil identifikasi dan analisa ditentukan menjadi 7 lokasi evakuasi potensial. Kemudian titik kumpul dan lokasi evakuasi dihubungkan melalui 2 kategori jalur evakuasi yakni jalur evakuasi mikro dan makro. ===================================================================================================== A disaster is an event that threatens and disrupts people's lives and livelihoods. One of the disasters that can occur is flooding due to the breakdown of the reservoir embankment, such as the incident that occurred in Situ Gintung in 2009. Gondang Reservoir the largest reservoirs in Gondanglor Village, Sugio District, Lamongan Regency has the same potential disaster. The age of the reservoir makes it embankment vulnerable. The village of Gondanglor which has various economic, agricultural, and tourism potentials will face this disaster. So local communities need to increase their capacity in disaster risk reduction efforts which one of them is by arranging disaster evacuation routes. Based on these problems, this study was compiled to determine the evacuation route as a form of disaster risk reduction of the collapsing potential for the Gondang Reservoir embankment based on criteria and factual conditions. To achieve this goal, the researchers determine the assembly point using buffer analysis, centroid, and triangulation techniques; determine the location of the evacuation with Content Analysis and Analytical Hierarchy Process (AHP); and determine evacuation routes with network analysis. Then it visualized into map form by ArcGIS software. The data for this study were obtained through literature studies, direct observation of the study area and interviews with related stakeholders. Based on the result, the Gondanglor Village area is divided into 7 smaller units which its centroids are assembly point. The evacuation location based on the results of identification and analysis are made into 7 location. Then assembly points are connected with evacuation location through micro and macro route evacuations.
