Abstract

Berdasarkan data dari Badan Pusat Statistik Indonesia, Indonesia mengalami peningkatan persentase penduduk daerah perkotaan sepuluh tahun terakhir. Meskipun urbanisasi memiliki potensi untuk melahirkan perkotaan yang lebih sejahtera dan negara yang lebih berkembang, banyak perkotaan di seluruh dunia mengalami ketidaksiapan dalam menghadapi tantangan multidimensi yang hadir dengan urbanisasi.
Pulau Jawa yang merupakan pulau besar terkecil di Indonesia mengalami tingkat urbanisasi tertinggi di Indonesia. Sebagai bagian dari mega urban GKS Plus, salah satu perkembangan urbanisasi besar di Pulau Jawa, Kabupaten Tuban tentu juga mengalami gelombang urbanisasi. Namun, Kabupaten Tuban mengalami permasalahan-permasalahan seperti persampahan, limbah, rusaknya prasarana, dan kemiskinan, permasalahan-permasalahan yang bisa jadi mencerminkan ketidaksiapan menghadapi urbanisasi. Permasalahan-permasalahan seperti ini dapat diidentifikasi dan digambarkan melalui penilaian liveability. Liveability sebenarnya merupakan salah satu hasil utama yang diharapkan dapat dicapai melalui urbanisasi. Berikutnya muncul pertanyaan, apakah urbanisasi yang terjadi di Kabupaten Tuban memberikan kehidupan yang layak untuk semua penduduknya, bagaimana jika dibandingkan dengan wilayah non-urban? Untuk menjawab pertanyaan ini, perlu adanya penelitian yang menilai liveability kecamatan urban dan non-urban di Kabupaten Tuban.
Penelitian ini menggunakan teknik analisis overlay dengan bantuan software ArcGIS dan deskriptif kualitatif untuk mengidentifikasi kecamatan urban dan non-urban beserta tipologi dominannya, Analytical Hierarchy Process (AHP) untuk mengidentifikasi kriteria liveability kecamatan di Kabupaten Tuban, dan weighted scoring untuk menilai liveability kecamatan urban dan non-urban di Kabupaten Tuban.
Dari penelitian yang dilakukan ditemukan bahwa terdapat satu kecamatan yang dapat diklasifikasikan sebagai kecamatan urban yakni Kecamatan Tuban dengan tipologi dominan perindustrian/jasa. Sedangkan 19 kecamatan lainnya diklasifikasikan sebagai kecamatan non-urban dengan tipologi dominan persawahan, perladangan, kehutanan, dan pesisir/nelayan yang tersebar di ke-19 kecamatan. Tidak terdapat perbedaan yang signifikan dari capaian nilai liveability kecamatan urban dan non-urban. Adapun tipologi dominan dengan capaian nilai liveability paling tinggi ialah tipologi kehutanan, sedangkan tipologi dominan dengan nilai liveability paling rendah ialah tipologi pesisir/nelayan.

According to Indonesian Central Bureau of Statistics data, Indonesia has experienced an increase in percentage of its urban population in the last ten years. Although urbanization has the potential to create more prosperous cities and more developed countries, many cities around the world are unprepared to face the multidimensional challenges that come with urbanization.
The island of Java, which is the smallest large island in Indonesia, has experienced the highest level of urbanization in Indonesia. As part of the mega urban “GKS Plus”, one of the major urbanization developments in Java, Tuban Regency is certainly experiencing a wave of urbanization. However, Tuban Regency is experiencing problems such as waste issues, damaged infrastructure, and poverty, problems that may reflect unpreparedness to face urbanization. Problems like this can be identified and described through liveability assessments. Liveability is actually one of the key outcomes that are expected to be achieved through urbanization. Then the question arises, whether the urbanization that occurred in Tuban Regency provides a decent life for all its inhabitants, how does it compare to rural areas? To answer this question, there is a need for research that assesses the liveability of urban and non-urban districts in Tuban Regency.
This study used overlay analysis techniques with the help of ArcGIS software and qualitative descriptive analysis to identify urban and non-urban districts and their dominant typology, Analytical Hierarchy Process (AHP) to identify the liveability criteria of districts in Tuban Regency, and weighted scoring to assess the liveability of urban and non-urban districts in Tuban Regency.
From the research, it was found that there is one district that can be classified as an urban district, namely Tuban District with the dominant industrial/service typology. Meanwhile, the other 19 districts are classified as non-urban districts with a dominant typology of fields, farms, forestry and coastal/fisher scattered in 19 districts. There is no significant difference in the liveability score of urban and non-urban districts. The dominant typology with the highest liveability score is the forestry typology, while the dominant typology with the lowest liveability score is the coastal/fisher typology.
