Abstract

Keunggulan kompetitif rumah sakit sekarang ini tidak terlepas dari Sistem Informasi (SI) dan Teknologi informasi (TI). SI/TI dalam rumah sakit sekarang ini dipakai sebagai alat untuk membuat dan mengembangkan inovasi sebuah produk, sistem dan pelayanan. Permasalahan yang terjadi saat ini adalah banyaknya SI/TI yang dibuat tanpa melihat sisi finansial rumah sakit, sehingga membuat sejumlah penggunaan SI/TI menjadi tidak optimal dalam aktivitas operasional dan bisnis rumah sakit. Berdasarkan permasalahan tersebut dibutuhkan perencanaan strategis SI/TI yang juga mempertimbangkan kemampuan finansial. Berdasarkan permasalahan tersebut dibutuhkan perencanaan strategis SI/TI menggunakan framework Ward dan Peppard dengan mengkombinasikan Cost-Benefit Analysis (CBA) dan Analytical Hierarchy Process (AHP).
Metode analisis yang digunakan dalam framework Ward dan Peppard seperti Value Chain, PEST, Porter’s Five Forces dan Mcfarlan Strategic Grid dipakai untuk menganalisis kondisi lingkungan bisnis dan SI/TI rumah sakit saat ini. Balanced Scorecard, Critical Success Factor (CSF), Gap Analysis dan SWOT dipakai untuk menganalisis kebutuhan SI/TI rumah sakit masa mendatang. Penggunaan CBA dan AHP ini untuk mengoptimalkan SI/TI dari sisi finansial rumah sakit.
Hasil penelitian ini berupa rekomendasi strategi bisnis SI, strategi manajemen SI/TI, strategi TI, portofolio aplikasi SI, dan roadmap investasi SI/TI yang disusun berdasarkan biaya dan manfaat. Rekomendasi strategi SI terdapat 25 aplikasi baru dan 7 aplikasi harus di-upgrade seperti SI Hubungan Masyarakat(HUMAS), SI Kamar Bersalin, Bridging SIRANAP, SI Penyimpanan Dokumen Pengadaan Barang dan Jasa, E-Resep dan presensi Mobile. Rekomendasi ini digunakan oleh pihak rumah sakit sebagai alat meningkatkan pelayanan publik, mengoptimalkan kinerja sumber daya manusia (SDM) dan memaksimalkan aktivitas operasional bisnis di rumah sakit. strategi TI merekomendasikan 14 usulan untuk mendukung strategi SI berdasarkan biaya manfaat dan rekomendasi strategi manajemen SI/TI terdiri 16 usulan untuk mendukung strategi SI dan strategi TI.

Competitive advantage cannot be separated from Information Systems (SI) and Information Technology (IT). IS / IT in hospitals is now being used as a tool to create and develop innovative products, systems and services. The problem that occurs today is the large number of IS / IT that is made without looking from the financial side of the hospital, causing the large number of uses of IS / IT that is not optimal in the operational and business activities of the hospital. Based on these problems, IS / IT strategic planning that also considers financial capability is needed. Based on these problems, IS / IT strategic planning is required using the Ward and Peppard framework by combining Cost-Benefit Analysis (CBA) and Analytical Hierarchy Process (AHP).
The analytical methods used in the Ward and Peppard framework such as Value Chain, PEST, Porter's Five Forces and Mcfarlan Strategic Grid are used to analyze the current conditions of the hospital and IS / IT business environment. Balanced Scorecard, Critical Success Factor (CSF), Gap Analysis and SWOT are used to analyze the hospital's IS / IT needs in the future. Use of CBA and AHP to optimize IS / IT from the financial side of the hospital.
The results of this study are in the form of IS business strategy recommendations, IS / IT management strategies, IT strategies, IS application portfolios, and IS / IT investment roadmaps compiled based on costs and benefits. The SI strategy recommendation is that there are 25 new applications and 7 applications that must be upgraded such as SI Public Relations (HUMAS), SI Maternity Room, Bridging SIRANAP, SI Document Storage for Procurement of Goods and Services, E-RESEP and Mobile Presence. This recommendation is used by the hospital as a means to improve public services, optimize the performance of human resources (HR) and maximize business operations in the hospital. The IT strategy recommended 14 proposals to support the IS strategy based on the cost benefit and the IS / IT management strategy recommendations consisted of 16 proposals to support the IS strategy and IT strategy.
