Abstract

Di pelabuhan kegiatan bongkar muat merupakan faktor penting penentuan kinerja pelayanan kapal dan barang terutama dalam pelayanan bongkar muat barang dari dan ke kapal. Covid 19 memberikan dampak dibeberapa sektor salah satunya adalah sektor maritim. Pemerintah menerapkan anjuran protokol kesehatan untuk meminimalisir dampak covid 19 yaitu dengan menggunkan masker,mencuci tangan,dan menjaga jarak. Dalam penelitian ini didapatkan hasil survei dari 154 orang Tenaga Kerja Bongkar Muat mengenai penerapan protokol kesehatan dimana hanya 85% menggunakan masker,49% menghindari jabat tangan, 39% mencuci tangan,39% menjaga jarak,25% menghindari kerumunan 10% penyemprotan disinfektan. Untuk Kunjungan kapal tahun 2019 dan 2020 pada Triwulan I: Curah Cair -30%, Curah Kering 0% dan General cargo 10% Triwulan II: Curah Cair -9% Curah Kering 18% General Cargo -13%. Triwulan III: Curah Cair 0% Curah Kering -48% General Cargo -16% .Triwulan IV: Curah Cair 11% Curah Kering -33% General Cargo -5%. Sedangkan untuk arus muatannya tahun 2019 dan 2020 pada Triwulan I : Curah Cair -14%, Curah Kering 9% dan General cargo 8%. Triwulan II : Curah Cair -6% Curah Kering -12% General Cargo 48%. Triwulan III: Curah Cair 62% Curah Kering 13% General Cargo -54%. Triwulan IV: Curah Cair 62% Curah Kering 20% General Cargo -6 %. Persamaan regresi polinomial didapatkan nilai R2 < 0.5 maka penerapan protokol kesehatan tidak berpengaruh atau pengaruhnya kecil terhadap produktivitas dan Hubungan protokol kesehatan dan produktivitas didapatkan persamaan regresi linear adalah Y= 320 - 9 X1+ 71 X2 - 54 X3 -13 X4 -63 X5 + 6 X6.

At the port, loading and unloading activities are an important factor in determining the performance of ship and goods services, especially in loading and unloading services to and from ships. Covid 19 has had an impact in several sectors, one of which is the maritime sector. The government implements recommended health protocols to minimize the impact of Covid 19, by using masks, washing hands, and social distance. In this study, the results of a survey of 154 loading and unloading workers regarding the application of health protocols where only 85% used masks, 49% avoided handshakes, 39% washed hands, 39% kept their distance, 25% avoided crowds, 10% disinfectant spraying. For ship visits in 2019 and 2020 in Quarter I: Liquid Bulk -30%, Dry Bulk 0% and General cargo 10% Quarter II: Liquid Bulk -9% Dry Bulk 18% General Cargo -13%. Quarter III: Liquid Bulk 0% Dry Bulk -48% General Cargo -16%. Quarter IV: Liquid Bulk 11% Dry Bulk -33% General Cargo -5%. As for the flow of cargo in 2019 and 2020 in the first quarter: Liquid Bulk -14%, Dry Bulk 9% and General cargo 8%. Quarter II: Liquid Bulk -6% Dry Bulk -12% General Cargo 48%. Quarter III: Liquid Bulk 62%, Dry Bulk 13% General Cargo -54%. Quarter IV: Liquid Bulk 62%, Dry Bulk 20% General Cargo -6%. The polynomial regression equation has a value of R2 < 0.5, so the application of the health protocol has no effect or has a small effect on productivity and the relationship between health protocols and productivity results in a linear regression equation that is Y = 320 - 9 X1 + 71 X2 - 54 X3 -13 X4 -63 X5 + 6 X6.
